Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois to create the Hepatitis C Task Force. Sets forth the findings and declarations of the General Assembly. Provides that the purpose of the Task Force shall be to (1) develop strategies to identify and address the unmet needs of persons with hepatitis C in order to enhance the quality of life of persons with hepatitis C by maximizing productivity and independence and addressing emotional, social, financial, and vocational challenges of persons with hepatitis C, (2) develop strategies to provide persons with hepatitis C greater access to various treatments and other therapeutic options that may be available, and (3) develop strategies to improve hepatitis C education and awareness. Sets forth provisions concerning membership, meetings, and Task Force assistance and staff support. Provides that the Task Force shall report its findings and recommendations to the Governor and to the General Assembly, along with any legislative bills that it desires to recommend for adoption by the General Assembly, no later than December 31, 2015. Repeals the Section on January 1, 2016. Effective immediately.

Amends the Illinois Income Tax Act. Provides that each taxpayer is allowed a credit against the tax imposed under the Act in an amount equal to a percentage of wages paid to an employee who was drawing unemployment compensation at the time of hire and who has been employed by the taxpayer as a full-time employee for a period of 12 consecutive months at any point during the taxable year.
Amends the Property Tax Code. Provides that, for the purposes of the definition of 33 1/3%, the fair cash value of property is determined by the lesser of: (1) the Department of Revenue's sales ratio studies for the 3 most recent years preceding the assessment year; or (2) the valuation of the property in the year immediately preceding the assessment year (under the current law, the fair cash value is based on the sales ratio studies). Effective immediately.
Amends the Board of Higher Education Act. Requires the Board, in consultation with the Department of Labor, the Illinois Community College Board, and any other entity the Board deems appropriate, to produce an annual report regarding State workforce need projections and credential production. Sets forth the contents of the report. Sets forth when and to whom the report must be provided. Effective immediately.
Supports the referendum on noise mitigation that will appear on the City of Chicago election ballot on November 4, 2014.
Calls attention to the embezzlement of nearly $750,000 from the City of Chicago by a city worker and urges local governments and the banking industry to take steps to prevent incidents such as this from occurring.
Amends the Illinois Vehicle Code. Provides that the Secretary of State may issue Yellow Ribbon license plates. Provides that the fee for initial issuance of the plates shall be $20 in addition to the appropriate registration fee, of which $5 shall be deposited into the Illinois Veterans Assistance Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund. Provides that the fee for registration renewal of these plates shall be $20 in addition to the appropriate registration fee, of which $18 shall be deposited into the Illinois Veterans Assistance Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund.

Amends the Chicago Firefighter Article of the Illinois Pension Code. Incrementally increases the minimum retirement annuity for current and future retirees who have retired from service at age 50 or over with 20 or more years of service, up to $1,250 per month beginning on January 1, 2017. Also makes a technical change. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
