Amends the Nurse Practice Act. Removes references to a written collaborative agreement throughout the Act. Provides that an advanced practice nurse's scope of practice includes collaboration and consultation with or referral to a physician or other appropriate health-care professional for patient care needs that exceed the APN's scope of practice, education, or experience. Provides that as part of the professional scope of advanced practice nursing, an advanced practice nurse possesses prescriptive authority appropriate to his or her specialty, scope of practice, education, and experience. Such prescriptive authority shall include the authority to prescribe, select, order, administer, store, accept samples of, and dispense over-the-counter medications, legend drugs, medical gases, certain controlled substances, and other preparations, including botanical and herbal remedies. Amends various other Acts to make related changes. Effective immediately.

Amends the Historic Preservation Agency Act. Makes a technical change in a Section concerning the short title.
Amends the Tanning Facility Permit Act. Provides that a tanning facility may not permit any person less than 18 years of age to use the facility, regardless of whether such a person has the permission of a parent or guardian to use the facility.
Amends the Administration Article of the Illinois Public Aid Code. Removes language requiring a municipality having a population of more than 500,000 inhabitants to decrease by $5,000,000 the amount of funds it provides for public aid purposes under the Temporary Assistance for Needy Families (TANF) program for the fiscal year beginning July 1, 2003. Removes language requiring the municipality to, for each fiscal year thereafter, decrease the amount of funds it provides for public aid purposes under the TANF program in that fiscal year by an additional amount equal to (i) $5,000,000 or (ii) the amount provided by the municipality in the preceding fiscal year, whichever is less, until the municipality does not provide any funds for public aid purposes under the TANF program. Effective immediately.
Amends the Illinois Oil and Gas Act. Provides that the Director of Natural Resources shall adopt rules that require, prior to such hydraulic fracturing, the owner or operator to perform a suitable mechanical integrity test of the casing or of the casing-tubing annulus or other mechanical integrity test methods using procedures that are established by administrative rule. Provides that each owner or operator that begins extracting natural gas from shale shall report to the Department specified information within 30 days after the completion of all stages of the hydraulic fracturing stimulation. Requires that the owner or operator shall post the chemical disclosure information on certain specified websites. Provides that the owner or operator shall provide information to the Director as to the amounts, handling, and, if necessary, disposal at an identified appropriate disposal facility, or reuse of the well stimulation fluid load recovered during flow back, swabbing, or recovery from production facility vessels. Provides that the storage of the well stimulation fluid load shall be protective of an underground source of drinking water by the use of either tanks or lined pits. Provides that nothing in the provision shall be construed to require or allow disclosure of trade secrets or commercial information that is exempt from inspection or copying when provided to the Department together with a claim made pursuant to the Freedom of Information Act that such information is proprietary, privileged, or confidential and that disclosure may cause competitive harm to the person or business. Provides that the provision only applies to the extraction of natural gas from shale.
Amends the Employee Washroom Act. Makes a technical change in a Section concerning the short title.
Amends the Criminal Code of 1961. Provides that any judge, circuit clerk or clerk of court, public official or employee, court reporter, or other person who knowingly and without lawful authority falsifies any public record received or held by any judge or by a clerk of any court commits a Class 3 felony. Effective immediately.
Amends the Unified Code of Corrections. Provides that a person committed under the Juvenile Court Act of 1987 shall be released on parole to serve an initial minimum period of at least 90 days, but no more than 6 months on parole. Provides that the youth's parole officer shall discharge the youth from parole prior to completion of the initial period if the officer determines it is in the youth's best interest. Provides that the Department of Juvenile Justice may discharge a youth from aftercare upon the youth's successful completion of the case plan and cooperation with parole conditions. Provides that the Prisoner Review Board may review and revise successful discharge decisions within 10 business days. Provides that the Prisoner Review Board, at the expiration of the initial mandatory parole period, may, upon a hearing and for good cause shown, extend the supervision up to 6 months. Provides that the Illinois Juvenile Justice Commission shall submit a report by December 30, 2012 to the General Assembly with recommendations regarding youth-specific parole conditions. Effective immediately.
Amends the Unified Code of Corrections. Provides that the Department of Corrections or the Department of Juvenile Justice shall not apply security restraints to a committed person that has been determined by a qualified medical professional to be pregnant and is known to be pregnant by the Department or in postpartum recovery, which is the entire period a woman is in the medical facility after birth, unless the corrections official makes an individualized determination that the pregnant committed person presents a substantial flight risk or some other extraordinary circumstance that dictates security restraints be used to ensure the safety and security of the pregnant committed person, her child or unborn child, the staff of the Department or medical facility, other committed persons, or the public. Provides that upon discharge from a medical facility, postpartum committed persons shall be restrained only with handcuffs in front of the body during transport to the Department facility. Provides that the corrections official shall immediately remove all security restraints upon written or oral request by medical personnel. Provides that leg irons, shackles, or waist shackles shall not be used on a pregnant or postpartum committed person regardless of security classification. Makes other changes.
Amends the Illinois Governmental Ethics Act. With respect to statements of economic interests, makes changes concerning: interests of spouses and immediate family members living with the person required to file; development of forms by the Secretary of State that replicate federal forms; supplemental filings by board and commission appointees; electronic filing; posting of statements by the Secretary of State in a searchable database on the Internet; and training by the Secretary of State for ethics officers and persons required to file statements. Effective immediately.
