Amends the Children with Disabilities Article of the School Code. Replaces provisions that specify when special education services shall be provided or the child must be placed in the appropriate program with provisions that require that special education and related services shall be provided in accordance with the student's IEP no later than 10 days after notice is provided to the parents pursuant to specified provisions of the Code of Federal Regulations and implementing rules adopted by the State Board of Education. Requires the State Board to adopt State complaint procedures that allow a parent, individual, organization, or advocate to file a signed, written complaint with the State Board alleging that a school district, cooperative service unit, or this State has violated the rights of one or more children with disabilities. Requires the school district or other public entity to submit a written response to the complaint within 10 days following receipt of the complaint. Contains provisions concerning documentation related to the complaint. Provides that State complaint procedures may be used to allege non-compliance by a school district or other public entity with a decision of a due process hearing officer. Makes changes concerning a student remaining in his or her present educational placement and continuing in his or her present eligibility status and special education services during the pendency of an administrative or judicial proceeding. Effective immediately.

Amends the Illinois Act on the Aging. Makes technical changes in a Section concerning the short title.

Amends the Tanning Facility Permit Act. Provides that a tanning facility may not permit any person less than 18 years of age to use the facility, regardless of whether such a person has the permission of a parent or guardian to use the facility.

Amends the Children with Disabilities Article of the School Code. Makes changes in a Section concerning an impartial due process hearing. Requires the State Board of Education to receive, review, and monitor compliance with the decision of a hearing officer, and provides that if a school district or other public entity fails to comply with the decision in the time specified by the hearing officer, then the State Board shall notify the parties that, unless remedied within a specified time period, enforcement action shall be taken. Provides that in an action to enforce a hearing officer's decision finding that a school district or other public entity has failed to provide a free appropriate public education to the student, the party seeking enforcement of the decision shall not be required to establish anew that the child's right to a free appropriate public education has been violated. Requires the State Board to adopt State complaint procedures that allow a parent, individual, organization, or advocate to file a complaint with the State Board alleging that a school district, cooperative service unit, or this State has violated the rights of one or more children with disabilities. Removes a provision that provides that if a hearing officer orders a change in the eligibility status, educational placement, or special education and related services of a student, that change shall not be implemented until 30 days have elapsed. Removes a provision that provides that if applying for initial admission to a school district, the student shall be placed in the school district program until all such proceedings have been completed. Effective immediately.

Amends the Early Intervention Services System Act. Changes the definition of the term "eligible infants and toddlers" to mean infants and toddlers under 60 (rather than 36) months of age with any of the specified conditions. Provides that an eligible infant or toddler's individualized family service plan shall serve as the child's individualized educational plan (IEP) until an IEP is developed and implementation of IEP services is commenced, if an IEP is not developed and implemented for the child by the child's 3rd birthday. Provides that the individualized family service plan may be modified by agreement between the local educational agency and the parents. Effective immediately.

Mourns the death of Sandra J. Mills.

Amends the Lead Poisoning Prevention Act. Makes a change to the definitions and defines "certified renovator", "certified renovation firm", "child-occupied facility", and "renovation". Includes treatment and abatement programs and the implementation and enforcement of the Act as items for which moneys shall be appropriated from the Lead Poisoning Screening, Prevention, and Abatement Fund to the Department of Public Health. Adds a condition to the prohibition against a person making inspections without first being licensed by the Department of Public Health that a certified renovator testing painted surfaces to be impacted by a renovation using methods approved by the Department for use by a certified renovator shall not be considered an inspection. Makes changes in the provision concerning warrant procedures. Includes renovation in the provision concerning the manner of mitigation of lead hazards. Provides that all renovation must be performed by a certified renovation firm and that the certified renovation firm must utilize a certified renovator to supervise each renovation and all other staff must be certified renovators or trained by a certified renovator. Makes changes in the provisions concerning licensing and administrative action.

Creates the Child Bicycle Helmet Safety Awareness Act. Contains legislative findings and definitions. Provides that a person under the age of 15 may not operate or be a passenger on a bicycle on a highway, multipurpose public path, or other public right-of-way unless at all times when the person is so-engaged he or she wears a protective bicycle helmet of good fit fastened securely upon the head. Provides that a parent or legal guardian of a person under the age of 15 may not permit the person to operate or be a passenger on a bicycle in an unlawful manner. Provides that no person may rent or lease any bicycle to or for the use of any person under the age of 15 on a highway, multipurpose public path, or other public right-of-way unless certain conditions are met. Effective immediately.

Creates the Home Birth Integration Act. Provides that beginning January 1 2013, Illinois hospitals shall implement emergency transfer protocols for home birth patients developed in collaboration with community midwives or their agent. Sets forth the requirements for the protocols. Provides that the Department of Public Health and the Illinois Council of Certified Professional Midwives or their agent shall jointly develop guidelines for the implementation of the Act. Provides that the guidelines shall be communicated to the trauma center medical directors committees and the medical directors committees of each EMS region in this State within 6 months after the effective date of the Act. Sets forth a provision concerning the powers and duties of the Department and rules and vicarious liability. Amends the Medical Practice Act of 1987 and the Nurse Practice Act to exempt community midwives engaged in the transport and transfer of care of home birth mothers or infants in a case of emergency. Makes other changes.

Amends the Comprehensive Health Insurance Plan Act. Deletes language that provides that the State may subsidize the cost of health insurance coverage offered by the Comprehensive Health Insurance Plan. Makes changes to the definition of "dependent". In the provisions concerning powers and authority of the board and eligibility, changes references of "appropriated funds" to "assessments". Deletes language that provides that any deficit incurred or expected to be incurred on behalf of eligible persons who qualify for plan coverage shall be recouped by an appropriation made by the General Assembly. Makes other changes. Effective immediately.
