ELECTIONS-CONTRIBUTION REPORT

Amends the Election Code. Requires each political committee to report a campaign contribution of $10,000 or more to the State Board of Elections within 2 business days after its receipt. Authorizes the State Board of Elections to impose a fine for failing to report.

ELECTIONS-CONTRIBUTION REPORTS

Amends the Election Code. During any period when a political committee is not required to report to the State Board of Elections certain contributions within 2 business days after their receipt, requires political committees to report to the State Board of Elections contributions of (i) $1,000 or more, in the case of a statewide political committee, or (ii) $500 or more, in the case of other political committees, within 5 business days after their receipt.

LRB-DELIVER/FILE BILLS

Amends the Bill Introduction and Duplication Act and the Legislative Reference Bureau Act. Provides that during the period beginning September 1 of each even-numbered year and through the date of the general election in that year, no bill, resolution, amendment, or conference committee report may be delivered by the Legislative Reference Bureau, filed with the Clerk of the House or the Secretary of the Senate, or introduced in either chamber of the General Assembly unless it is an excepted document. Excepted documents are the following: death resolutions; documents germane to the subject matter of a special session called by proclamation or joint proclamation issued on or after August 15 of that year; and documents relating to impeachments or confirmation of appointments. Effective immediately.

LIBRARY-NONRESIDENT FEES

Amends the Illinois Local Library Act and the Public Library District Act. Provides that, if a nonresident fee is calculated based on the assessed valuation of the nonresident's principal residence, then that calculation must take into account any exemptions that apply to the residence under Article 15 of the Property Tax Code.

INC TAX CREDIT BIKE TO WORK

Amends the Illinois Income Tax Act. Authorizes a credit to individual taxpayers of $20 per month that the taxpayer bicycles to and from work at least 10 days during that month. Requires verification by the employer. Provides that the credit may not reduce the taxpayer's liability to less than zero and may not be carried forward or back. Effective immediately.

Amends the State Officials and Employees Ethics Act. With respect to Inspectors General and Ethics Commissions, makes changes concerning: removal; budgets; monitoring of State hiring; disclosure of summary reports; and consolidation of offices.
