Amends the Criminal Code of 1961. Expands the fraud statute to include fraudulent schemes and artifices that do not include wire or mail transmission.

Amends the School Code. Makes a technical change in a Section concerning the identification, evaluation, and placement of children in special education programs.
Amends the Physician Assistant Practice Act of 1987. Removes the limitation that physicians may not supervise more than 2 physician assistants. Provides that the supervising physician must file a notice of supervision with the Department of Financial and Professional Regulation for each physician assistant under his or her supervision. Provides that the physician's supervision shall be continuous, but does not necessarily require the physical presence of the supervising physician at the time and place that the services are rendered by the physician assistant. Provides that it is the obligation of the supervising physician to ensure that the physician assistant's scope of practice is identified; that the medical tasks delegated to the physician assistant are appropriate to the physician assistant's level of competence; that the working relationship between the supervising physician and physician assistant is defined, including the means and frequency of access to the supervising physician; and that a process for evaluation of the physician assistant's performance is established. Amends the Medical Practice Act of 1987. Removes the limitation that physicians may not enter into supervising physician agreements with more than 2 physician assistants.
Amends the Illinois Income Tax Act. Creates a tax credit, for taxable years ending on or after December 31, 2009 and on or before December 30, 2014, for individual taxpayers who, during the taxable year, pay costs for an eligible child to enroll in a qualified physical-fitness program. Provides that the credit is an amount equal to the lesser of (i) the total costs of all qualified physical-fitness programs paid in the taxable year for all eligible children of the taxpayer or (ii) $500. Provides that the credit may not be carried forward or back and may not reduce the taxpayer's liability to less than zero. Sets forth requirements for qualified physical-fitness programs. Requires the Department of Revenue, in consultation with the Department of Public Health and the State Board of Education, to adopt rules for the administration of the credit. Effective immediately.
Amends the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act. Provides that the Department of Healthcare and Family Services shall develop a simplified application form and process for use on and after January 1, 2010 by individuals enrolled in the pharmaceutical assistance program ("Illinois Cares Rx") and applying for renewal of their participation in the program. Sets forth requirements for a simplified renewal application form. Sets forth requirements concerning renewal application by means of the Internet. Effective immediately.
Amends the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. Provides that a municipality that maintains a website must post specified information pertaining to redevelopment project areas located within the municipality (purpose of redevelopment project areas, specified contracts entered into by the municipality, names of the joint review board members, and other information). Provides that a municipality that does not maintain a website must publish in a newspaper specified information at least once each year.
Amends the Illinois Plumbing License Law. Provides 5 year exemption from any requirement concerning retrofitting with a reduced pressure zone (RPZ) valve to certain lawn sprinkler systems. Provides that the Department shall also provide an exemption for such lawn sprinkler systems from any requirement to retrofit a lawn sprinkler system with a RPZ valve if the Department finds that either the lawn sprinkler system cannot be retrofitted with a RPZ valve or that the costs of doing so would be unreasonably high. Effective immediately.
Amends the Regulatory Sunset Act. Extends the repeal date of the Structural Pest Control Act from December 31, 2009 to January 1, 2019. Effective immediately.
Amends the Illinois Procurement Code. By July 1, 2010, requires each State agency to develop, and file with its chief procurement officer, a plan for the renegotiation of its procurement contracts. Effective immediately.
