Amends the State Library Act. Provides that each State agency must deposit with the State Library one paper copy and an electronic version (instead of "sufficient copies") of certain publications for its collection and for exchange purposes. Allows rulemaking concerning the format and submission of electronic versions.

Amends the Criminal Code of 1961. Creates the offense of theft of public funds. Provides that a person commits the offense when he or she: (1) embezzles, steals, purloins, obtains by fraud, or knowingly converts to his or her use or the use of another, or without authority sells, conveys, or disposes of, any record, voucher, money, or thing of value of the State of Illinois or any department or agency of the State, or of any unit of local government or school district, or any property made or being made under contract for the State of Illinois or any department or agency of the State, or any unit of local government or school district; or (2) receives, conceals, or retains the record, voucher, money, thing of value, or property of the State of Illinois or any department or agency of the State, or of any unit of local government or school district, or any property made or being made under contract for the State of Illinois or any department or agency of the State, or any unit of local government or school district with intent to convert it to his or her use or gain, knowing it to have been embezzled, stolen, purloined, obtained by fraud, or converted. Establishes penalties based on the value of the property unlawfully obtained. Changes the statute concerning misapplication of funds. Includes embezzling, stealing, obtaining by fraud, or otherwise without authority knowingly converting to the use of any person other than the rightful owner or intentionally misapplying, property that is owned by, or is under the care, custody, or control of the State of Illinois or of any agency of the State, a unit of local government, or school district.
Amends the State Officials and Employees Ethics Act and the Governor's Office of Management and Budget Act. With respect to Inspectors General and Ethics Commissions, makes changes concerning: removal; budgets; monitoring of State hiring; initiation of investigations; anonymous allegations; disclosure of summary reports; and consolidation of offices.
Amends the Statewide Grand Jury Act. Provides that a Statewide Grand Jury may be convened to investigate violations of offenses involving the corruption of a public official, including theft, fraud, extortion, and a violation of the Official Misconduct Article or the Public Contracts Article of the Criminal Code of 1961.
Amends the Illinois Governmental Ethics Act. With respect to statements of economic interests, makes changes concerning: interests of spouses and immediate family members living with the person required to file; development of forms by the Secretary of State that replicate federal forms; supplemental filings by board and commission appointees; electronic filing; posting of statements by the Secretary of State in a searchable database on the Internet; and training by the Secretary of State for ethics officers and persons required to file statements. Effective immediately.
Amends the Lobbyist Registration Act. Prohibits a person required to register as a lobbyist, and his or her spouse and immediate family members living with the person, from serving on a State board, commission, authority, or task force (now, prohibited from serving on such an entity with the same subject area as that area in which the person lobbies).
Amends the Counties Code and the Illinois Municipal Code. Provides that home rule counties and municipalities with more than 500,000 inhabitants may not adopt an ordinance or resolution making an appropriation or containing a substantial tax increase unless (i) a copy of that ordinance or resolution, in its final form, has been made conveniently available on the county or municipality's Internet website for at least 7 days before the ordinance or resolution is considered for final passage and (ii) notice of the ordinance is given by publication in a newspaper of general circulation in the county or municipality not less than 7 nor more than 30 days before the ordinance or resolution is considered for final passage. Provides that, by a motion adopted by a record vote of at least three-fifths of the members elected, the county board or corporate authorities of the municipality may provide that those restrictions do not apply with respect to any one or more ordinances or resolutions specified in the motion. Defines "substantial tax increase". Preempts home rule powers. Effective immediately.
Amends the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act. Provides for an annual increase in the household income amounts used to determine eligibility for a grant and for pharmaceutical assistance, the increase being equal to the cost-of-living increase designated under the federal Social Security Act. Effective immediately.

Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Requires the Department to create a Division of Women's Health (instead of designating a member of its staff) to handle women's health issues. Provides that the Division shall be headed by a physician licensed to practice medicine in all of its branches under the Medical Practice Act of 1987, who shall serve as a deputy director and shall report directly to the Director of Public Health. Provides that the head of the Division shall oversee a staff of qualified personnel who are able to effectively carry out the duties of the Division. Adds additional duties for the Division, including developing an annual report to be filed with the Governor and the General Assembly on the status of women's health care and research.
