Amends the Regulatory Sunset Act. Extends the repeal date for the Structural Pest Control Act from December 31, 2009 to January 1, 2019. Effective immediately.
Amends the Respiratory Care Practice Act. Makes a technical change in a Section concerning the qualifications for a license.
Amends the Illinois Income Tax Act to allow individual taxpayers, 65 years of age or older, a deduction for unreimbursed amounts spent on home health care services. Applicable to taxable years ending on or after December 31, 2009. Effective immediately.
Appropriates $2 from the General Revenue Fund to the Department of Labor for its FY10 ordinary and contingent expenses. Effective July 1, 2009.
Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois and the Illinois Public Aid Code. Creates the Center for Women's Heart Health within the Department of Public Health. Provides that the Center shall administer the Women's Heart Disease Prevention, Detection, and Treatment program, in partnership with the Department of Healthcare and Family Services. Provides that the program shall provide screenings for heart disease to all uninsured women, including by means of electron beam tomography. Provides that the Department of Public Health shall make every effort to ensure that program services are made available in rural and medically underserved areas in Illinois, including by means of telemedicine. Provides that coverage of services under the program is not dependent on federal approval, but federal moneys may be used to pay for such services upon federal approval. Provides that women who qualify for services under the program are eligible for coverage of those services under the medical assistance program. Effective immediately.
Amends the Children with Disabilities Article of the School Code. Provides that the determination of eligibility for special education shall be made and the Individualized Education Program meeting shall be completed within 60 calendar (instead of school) days from the date of written parental consent.
Amends the Open Space Lands Acquisition and Development Act. Makes a technical change in a Section concerning the short title of the Act.
Amends the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act. Provides that for property tax relief grants, for grant years 2010 and thereafter, the amount of the income eligibility limitation for a claimant shall be equal to the amount of the income eligibility limitation applicable to the claimant under the pharmaceutical assistance program under the Act, which shall in no case be less than the income eligibility limitation applicable to the claimant under the pharmaceutical assistance program that was in effect on January 1, 2009. Provides that for the pharmaceutical assistance program under the Act, on and after January 1, 2010, the amount of the income eligibility limitation applicable to a claimant shall in no case be less than the income eligibility limitation applicable to the claimant that was in effect on January 1, 2009. Effective immediately.
Amends the Early Intervention Services System Act. Provides that "fully credentialed early intervention provider" includes a licensed occupational therapist, a licensed occupational therapy assistant, a licensed physical therapist, a licensed physical therapy assistant, a licensed speech language pathologist, a licensed speech language pathology assistant, or a licensed audiologist. In connection with provisions concerning the qualifications of early childhood intervention staff, provides that in the case of a licensed occupational therapist, licensed occupational therapy assistant, licensed physical therapist, licensed physical therapy assistant, licensed speech language pathologist, licensed speech language pathology assistant, or licensed audiologist who provides early intervention services in Illinois, the Department of Human Services shall deem that person's licensure as an occupational therapist, occupational therapy assistant, physical therapist, physical therapy assistant, speech language pathologist, speech language pathology assistant, or audiologist to meet the Act's requirements. Effective immediately.
