Amends the Firearm Owners Identification Card Act. Makes a technical change in a Section concerning a legislative declaration.
Amends the Illinois Vehicle Code. Provides that provisions prohibiting the use of electronic communication devices while driving shall also apply to bicycles. Exempts bicyclists using electronic communication devices in hands-free or voice-activated mode and bicyclists using devices while parked on the shoulder of a roadway. Effective immediately.
Creates the Illinois Family and Medical Leave Act. Contains provisions similar to those in the federal Family and Medical Leave Act of 1993. Contains provisions concerning applicability and coordination.
Amends the Code of Criminal Procedure of 1963. Makes a technical change in a Section concerning the selection, summons, and qualifications of grand jurors.
Amends the Illinois Act on the Aging, the Illinois Health Facilities Planning Act, the Nursing Home Care Act, the ID/DD Community Care Act, and the Specialized Mental Health Rehabilitation Act. Makes changes concerning various matters relating to long-term care facilities, including the following: the Long Term Care Ombudsman Program; denial of permits by the Health Facilities and Services Review Board; notification of a resident's death or an unusual incident, abuse, or neglect involving a resident; notification to residents of violations; required liability insurance coverage; staffing; psychiatric services; staff training; dementia-specific orientation; submission of home office cost statements; public computer access to information; and Department of State Police training for facility staff. Amends the State Mandates Act to require implementation without reimbursement by the State.
Amends the Cemetery Oversight Act. Makes a technical change in a Section concerning the short title.
Amends the Counties Code and the Illinois Municipal Code. Provides that a county or municipality, as applicable, shall establish a program that allows individuals to turn in any unwanted firearms by calling the local police department to set up a time to turn the firearm in at the police station. Limits the concurrent exercise of home rule powers. Amends the State Mandates Act. Requires implementation without reimbursement.
Amends the Criminal Code of 1961. Enhances the penalties for unlawful use or possession of weapons by felons and for aggravated unlawful use of a weapon.
Amends the Illinois Marriage and Dissolution of Marriage Act. Makes a technical change in a Section concerning jury trials.
Amends the Criminal Code of 1961. Provides that a person commits aggravated assault or aggravated battery when he or she, in committing the assault or battery, knowingly video or audio records the offense with the intent to disseminate the recording. Provides that an aggravated assault committed under these circumstances is a Class 4 felony and an aggravated battery committed under these circumstances is a Class 3 felony. Amends the Unified Code of Corrections. Provides that the court may impose an extended term sentence when a defendant commits any felony and the defendant knowingly video or audio records the offense with the intent to disseminate the recording.
