Amends the Criminal Code of 1961. Provides that in addition to other factors defining the offense of hate crime, includes committing certain specified offenses by reason of the victim's gender identity, military status, or immigration status. Amends the Unified Code of Corrections. Provides that committing an offense against (1) the person or property of that individual; (2) the person or property of a person who has an association with, is married to, or has a friendship with the other individual; or (3) the person or property of a relative (by blood or marriage) of a person by reason of the person's actual or perceived gender identity, military status, or immigration status shall be accorded weight in favor of imposing a term of imprisonment or may be considered by the court as reasons to impose a more severe sentence. Defines "gender identity". Effective immediately.

Amends the Environmental Protection Act. Specifies that the one-eighth mile setback that certain composting facilities must comply with to be excluded from the definition of the term "pollution control facility" applies only in counties with less than 3,000,000 inhabitants. Effective immediately.
Amends the Illinois Vehicle Code. Provides that notwithstanding any other provision of law, a person accused of a violation of any provision of the Code or a similar local ordinance which carries a fine upon conviction of no more than $150, excluding any surcharges or fees authorized by State or local law, shall be released on his or her recognizance without posting bail. Provides that the new provisions shall not effect the authority to confiscate a driver's license (1) if a law enforcement officer has reasonable belief that it is invalid; (2) for an offense which upon conviction shall carry the possibility of suspension, revocation, or cancellation of the driver's license or a term of imprisonment; or (3) for an offense that resulted in the injury or death of any person. Provides that the new provisions shall not affect the Nonresident Violator Compact. Provides that the new provisions shall be deemed repealed if any federal agency or court of competent jurisdiction makes a final determination that the new provisions would render the State ineligible for federal funds. Provides that all State and local government agencies shall make any necessary changes to their rules, regulations, or procedures to enforce the new provisions no later than 180 days after the amendatory Act becomes law. Provides that the provisions of the amendatory Act are severable. Effective immediately.
Amends the Abused and Neglected Child Reporting Act. Adds any State employee or employee of any organization that receives State funding to the list of mandated reporters under the Act. Effective immediately.
Amends the Property Tax Code. Provides that notice of a proposed tax levy in a special service area must include the proposed amount of the tax levy for special services for the initial year for which taxes will be levied within the special service area. Provides that a public hearing on the establishment of a special service area may not be held less than 60 days after the adoption of the ordinance proposing the establishment of the special service area. Provides that, if, in any year other than the initial levy year, the estimated special service area tax levy is more than 105% of the amount extended for special service area purposes for the preceding levy year, notice shall be given and a hearing held on the reason for the increase.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning exemptions from an eavesdropping violation.
Amends the Illinois Vehicle Code. Provides that on and after the 180th day after the effective date of the amendatory Act, every vehicle which has a Gross Vehicle Weight Rating or Gross Combination Weight Rating in excess of 26,000 pounds and a conventional cab configuration in which more than half of the engine length is forward of the foremost point of the windshield base and steering wheel bug in the forward quarter of the vehicle length shall, whenever operated either singly or in combination on highways other than controlled-access highways, be equipped with a convex mirror on the front of the vehicle. Provides that when the vehicle or combination is being operated, the mirror shall be adjusted so as to enable the operator to see all points on the imaginary horizontal line which extends the full width of the front of the vehicle and is 3 feet above the road and one foot directly forward from the midpoint of the front of the vehicle. Provides that the new provisions are inoperative if any federal agency or court of competent jurisdiction makes a final determination that the new provisions would render the State ineligible for the receipt of federal funds. Effective immediately.
Amends the Public Utilities Act. Makes a technical change in a Section concerning service obligations.
Amends the Criminal Code of 1961. Provides that the statute of limitations for a prosecution for involuntary servitude, involuntary sexual servitude of a minor, or trafficking in persons for forced labor or services may be commenced within one year of the victim attaining the age of 18 years. Provides that in no case shall the time period for prosecution of those offenses expire sooner than 3 years after the commission of the offense. Includes in the offense of involuntary servitude using a scheme, plan, or pattern intended to cause the person to believe that, if the person did not perform that labor or services, that person or another person would suffer serious harm or physical restraint. Amends the Code of Criminal Procedure of 1963. Provides that in prosecutions for involuntary servitude, involuntary sexual servitude of a minor, and trafficking in persons, when the offense involves sexual activity, the prior sexual activity or the reputation of the alleged victim or corroborating witness is inadmissible except under certain circumstances. Amends the Sex Offender Registration Act. Includes in the definition of "sex offense" trafficking in persons, involuntary servitude, and related offenses, provided the offense involved commercial sexual activity, a sexually-explicit performance, or the production of pornography. Also includes in the definition of "sex offense", involuntary sexual servitude of a minor.
Amends the Alcoholism and Other Drug Abuse and Dependency Act. Provides that treatment under the supervision of a licensed program designated by the Department of Human Services is not available to: a first-time offender charged or convicted of possession of 15 grams or more (rather than any amount) of methamphetamine; or a person who is otherwise ineligible for probation under specified provisions of the Methamphetamine Control and Community Protection Act.
