EPA-CONSTRUCTION & DEMO DEBRIS

Amends the Environmental Protection Act. Provides that clean construction or demolition debris (CCDD), including general fill soil commingled with CCDD, is not waste if certain requirements are met. Provides that "general fill soil" is soil generated from construction or demolition activities and containing concentrations of chemicals at or below either certain Tiered Approach to Corrective Action Objective (TACO) Tier I exposure route values or, under certain circumstances, higher limits, such as acceptable detection limits or background concentrations. Provides that "restricted fill soil", including general fill soil commingled with restricted fill soil, is soil generated from construction or demolition activities that meets certain requirements. Makes changes to certain Sections of the Act concerning the use of CCDD. Requires the Illinois Environmental Protection Agency to issue permits for the use of CCDD and restricted fill soil as fill material. Provides that after January 1, 2010, a person may use CCDD and restricted fill soil as fill material, if certain requirements are met. Provides that the Agency may, without a permit, enter into intergovernmental agreements with units of State or local government to authorize the use of soil and CCDD. Provides for enforcement of certain CCDD-related violations by administrative citation. Provides civil penalties for certain violations. Makes other changes. Effective immediately.

CRIM CD-JUDICIAL SALE

Amends the Criminal Code of 1961. Creates the offense of unlawful manipulation of a judicial sale. Provides that a person commits the offense when he or she knowingly and by any means makes any contract with or engages in any combination or conspiracy with any other person who is, or but for a prior agreement is, a competitor of such person for the purpose of or with the effect of fixing, controlling, limiting, or otherwise manipulating (1) the participation of any person in, or (2) the making of bids, at any judicial sale. Provides that unlawful manipulation of a judicial sale is a Class 3 felony. Provides that a mandatory fine shall be imposed for a violation, not to exceed $1,000,000 if the violator is a corporation, or, if the violator is any other person, $100,000. Provides that a second or subsequent violation is a Class 2 felony. Establishes injunctive relief and a private right of action for damages or injunctive relief. Effective immediately.

CD CORR-STAFFING

Amends the Unified Code of Corrections. Provides that the Department of Corrections shall maintain an overall inmate to security staff ratio that shall not exceed 6 and that the Department of Juvenile Justice shall maintain an overall inmate to security staff ratio that shall not exceed 2. Provides that the respective Departments shall hire the necessary personnel in order to meet these requirements. Effective January 1, 2010.

MOTOR FUEL MEASURING DEVISE

Amends the Motor Fuel and Petroleum Standards Act. Provides that all leaded and unleaded gasoline sold in Illinois shall meet or exceed specified octane numbers; that every retailer of motor fuel must display the octane number or fuel rating of the fuel being dispensed on each motor fuel device that is dispensing a motor fuel product; and that it is a violation to display an octane number or fuel rating on a motor fuel devise that is inconsistent with the qualitative attributes of the motor fuel product being dispensed. Establishes that a criminal action shall be brought against violators of the Act and that, in the case of an administrative hearing, certain monetary penalties shall apply upon determination that a violation has occurred. Makes other changes. Amends the Weights and Measures Act. Makes various changes regarding: submitting, for verification and calibration by the Director of Agriculture, all field standards used for servicing and testing commercial weights and measures; the authority of city sealers and their deputies following noncompliance with training and reporting requirements; inspection fees; criminal actions and administrative penalties for violation of the Act; and other matters. Effective immediately.

CD CORR-SEX OFFENDER-INTERNET

Amends the Unified Code of Corrections. Provides that a person serving a mandatory supervised release term, probation, or supervision for an offense that would qualify the offender as a sex offender under the Sex Offender Registration Act committed on or after the effective date of the amendatory Act, where the trier of fact at the offender's trial made a finding that a computer or any other device with Internet capability was used to facilitate the commission of the offense shall: (1) not access or use a computer or any other device with Internet capability without the prior written approval of specified officials; (2) submit to periodic unannounced examinations of the offender's computer or any other device with Internet capability by certain specified officials; (3) submit to the installation on the offender's computer or device with Internet capability, at the offender's expense, of one or more hardware or software systems to monitor the Internet use; and (4) submit to any other appropriate restrictions concerning the offender's use of or access to a computer or any other device with Internet capability.

PROMPT PAY-45 DAYS

Amends the State Prompt Payment Act. Provides that interest is payable to vendors beginning 45 days (instead of 60 days) after receipt of a proper bill or invoice.

PUBLIC LAND-SADDLE/PACK ANIMAL

Creates the Public Land Pack and Saddle Animal Access Act. Provides that neither the State nor any person may deny an individual's use of a pack or saddle animal on a trail or road for the purpose of gaining access to public land if the public land has been designated by the State as land upon which such an animal may be used. Provides for exceptions. Provides that nothing in these provisions shall be construed to require or encourage the exclusion of pack or saddle animals from trails developed on public land after the effective date of the Act.

WILDLIFE-DEER-SEASON

Amends the Wildlife Code. Provides that the special 2-day, youth-only deer hunting season must take place on the Friday and Saturday or Saturday and Sunday of the last weekend in September (now, between the dates of September 1 and October 31). Provides that the separate harvest period for the purpose of harvesting surplus deer must occur during the Friday, Saturday, and Sunday of the last weekend in September (now, during September 1st to February 15th, inclusive). Provides that the separate harvest period for the purpose of managing or eradicating disease must occur during the Friday, Saturday, and Sunday of the last weekend in September.
