Urges the Environmental Protection Agency to rescind their recent formal endangerment finding on greenhouse gases and urges the Illinois congressional delegation to vote against H.R. 2454.

Amends the Property Tax Code. In a Section concerning automated tax sales, provides that the automated sales must be conducted in a manner that is consistent with the rules promulgated by the Department of Revenue and the procedures set forth in the Code. Requires the Department of Revenue to (i) promulgate rules by which collectors may conduct automated tax sales, and (ii) approve all automated tax sale systems in use on the effective date of the amendatory Act. Provides that the Department shall (i) conduct an annual inspection of all equipment used in an automated tax sale, (ii) conduct an errorless public test of each automated tax sale system, and (iii) provide a public demonstration of the automated tax sale system. Requires that vendors of automated tax sale systems must obtain a license from the Department of Revenue, and provides that the Department may charge each vendor an annual application fee not to exceed $500 per vendor. Provides that the application fees shall be deposited into the Automated Tax Sale Implementation Fund, and amends the State Finance Act to create the Fund. Requires computer operators of automated systems to maintain certain logs. Effective immediately.
Amends the Illinois Underground Utility Facilities Damage Prevention Act. Makes a technical change in a Section concerning the short title.
Amends the Food Handling Regulation Enforcement Act. Deletes language concerning food service sanitation manager recertification. Provides that, beginning January 1, 2011, any individual seeking initial food service sanitation manager certification shall be required to pass the certification examination provided by the Department of Public Health. Provides that an individual seeking initial certification who fails to pass the certification examination shall be required to complete the educational requirements established by the Department before retaking the examination. Provides that an individual who has a current certification from another state where that state required the individual to pass a certification examination shall be issued a food service sanitation manager certification upon application and payment of the corresponding fee.
Creates the Citizen's Self-Defense Act. Authorizes the Department of Natural Resources to issue a license to carry a defensive firearm ("LTC") to individuals who meet, among other things, certain training and education requirements. Authorizes the holder of an LTC to carry a defensive firearm, except in an area prohibited under the Act. Requires any LTC issued by another state or municipality to be honored in Illinois. Sets out other provisions related to reciprocity. Authorizes persons who have been issued an order of protection to seek an emergency LTC. Authorizes the Department to deny an application for or revoke an LTC under certain circumstances. Sets out provisions regarding the renewal of an LTC and other administrative matters. Sets forth the penalties for certain violations of the Act. Amends the State Finance Act. Creates the Citizen Safety and Self-Defense Trust Fund as a special fund in the State treasury. Amends the Firearm Owners Identification Card Act. Provides that an ordinance of a unit of local government is invalid if inconsistent with the Citizen's Self-Defense Act. Amends the Criminal Code of 1961. Provides that persons who carry or possess a defensive firearm in accordance with the Citizen's Self-Defense Act are exempt from conviction for unlawful use of weapons and aggravated unlawful use of weapons. Provides that a firearm is not subject to confiscation solely because it is carried in violation of the Citizen's Self-Defense Act. Effective January 1, 2010.
Amends the Residential Mortgage License Act of 1987. States the purpose of the State's participation in the Nationwide Mortgage Licensing System and Registry. Requires that a mortgage loan originator must register with the Director of Financial Institutions of the Department of Financial and Professional Regulation. Contains provisions concerning a mortgage loan originator license, its application, and issuance procedures. Contains provisions concerning pre-licensing education and testing of mortgage loan originators. Contains provisions concerning (1) license renewal standards and (2) continuing education of mortgage loan originators. Contains provisions concerning enforcement of the Act by the Director. Contains provisions concerning the suspension and revocation of licenses. Provides that each mortgage loan originator shall be covered by a surety bond. Contains provisions concerning the confidentiality of information associated with the Registry. Provides that the Director shall have additional investigation and examination authority. Contains provisions concerning the duties, processes, discipline, bond requirements, and prohibited acts with respect to the Registry and mortgage loan originators. Contains provisions concerning privately insured credit unions. Makes other changes. Contains a severability clause. Effective immediately.
Amends the Counties Code. Makes a technical change in a Section concerning the short title.
Amends the Short Term Borrowing Act. Makes a technical change in a Section concerning cash flow borrowing.
Creates the Family and Personal Protection Act. Permits the Department of State Police to issue permits to carry concealed firearms to persons at least 21 years of age who meet certain requirements. Provides that the county sheriff shall evaluate the application and accompanying material, and within 30 calendar days transmit the application, accompanying material, and any objections to the application, and application fees to the Department of State Police. Requires an applicant for a permit to have completed specified training requirements developed by the Illinois Law Enforcement Training Standards Board consisting of classroom instruction and live firing exercises. Preempts home rule. Amends the Illinois Police Training Act and the Criminal Code of 1961 to make conforming changes. Effective immediately.
Amends the Illinois Dental Practice Act. Makes a technical change in a Section concerning social security numbers on license applications.
