Amends the Technology Development Act. Authorizes the State Treasurer to segregate up to 3% of the Treasurer's investment portfolio in the Technology Development Account IIa. Authorizes investments from the account to provide venture capital to help attract, assist, and retain quality technology businesses in Illinois. Provides that the Treasurer may solicit proposals from entities to manage and be the General Partner of Technology Development Account IIb, a separate fund consisting of investments from private sector investors that must invest, at the direction of the Treasurer, in tandem with TDA IIa. Sets restrictions and conditions. Effective immediately.

Amends the Illinois Bovine Brucellosis Eradication Act. Provides that cattle consigned to livestock auction markets or marketing centers in Illinois may enter such markets without test or certificate of health showing them to be free from Brucellosis, however, the Department of Agriculture may require that these animals must be negative to an official test for Brucellosis before they are removed to an Illinois farm. Makes other corresponding changes. Amends the Illinois Swine Brucellosis Eradication Act. Provides that no person may market any swine over 4 months of age unless such swine are accompanied by an official Brucellosis testing certificate or the swine originated from a validated Brucellosis-free herd or originated from a Validated Brucellosis-free Area. Makes other corresponding changes. Amends the Livestock Auction Market Law to make corresponding changes. Effective immediately.
Amends the Liquor Control Act of 1934. Makes a technical change in a Section concerning the short title.

Creates the State Facility Overtime Act. Provides that the Director of the State agency responsible for the operation of specified State facilities (or the Director's designee or agent) may not require an employee to accept work in excess of an agreed upon, predetermined, and regularly scheduled daily work shift, not to exceed 40 hours per week. Provides for: exceptions to the prohibition; posting a summary of the Act and applicable rules; investigation of complaints by the Illinois Department of Labor and disposition of complaints; adoption of administrative rules; construction; and other matters. Effective immediately.
Appropriates $2 from the General Revenue Fund to the Board of Higher Education for its FY 10 ordinary and contingent expenses. Effective July 1, 2009.
Amends the Illinois Finance Authority Act and the State Finance Act. Provides that the Illinois Finance Authority must establish a financially distressed provider revolving loan program. Provides that the Authority may issue bonds in an aggregate principal amount not to exceed $300,000,000 for the purpose of providing short-term, no-interest loans to qualified health care and human services providers. Provides that certain amounts shall be transferred from cigarette tax receipts into the Financially Distressed Provider Debt Service Fund, and amends the State Finance Act to create the Financially Distressed Provider Debt Service Fund. Amends the Cigarette Tax Act to make conforming changes. Amends the State Comptroller Act to provide that delinquent loan amounts may be offset from warrants. Effective immediately.
