Amends the Chicago Firefighter Article of the Illinois Pension Code. Provides that the city shall deposit with the city treasurer for the benefit of the fund, a minimum of 20% of all proceeds collected by the city from newly established gaming revenue sources arising out of legislation enacted in 2012 or thereafter. These deposits shall continue until the stabilization of the fund has been deemed to have occurred by an independent actuarial organization mutually agreed upon by the city, employee representatives, and the board of the fund. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Amends the Firearm Owners Identification Card Act. Makes a technical change in a Section concerning a legislative declaration.
Creates the Family and Personal Protection Act. Permits the county sheriff to issue permits to carry concealed firearms to persons at least 21 years of age who meet certain requirements. Requires an applicant for a permit to have completed specified training requirements developed by the Illinois Law Enforcement Training Standards Board consisting of classroom instruction and live firing exercises. Preempts home rule. Amends the Illinois Police Training Act and the Criminal Code of 1961 to make conforming changes. Effective immediately.
Amends the Unemployment Insurance Act. Makes a technical change in a Section concerning the short title of the Act.
Amends the Illinois Fertilizer Act of 1961. Makes changes to the definitions. Provides for labeling requirements for fertilizers or custom blends. Provides that it shall be unlawful for misbranding or for the adulteration of a fertilizer within the State. Provides that the Director of the Department of Agriculture may refuse to register a fertilizer or cancel or suspend a fertilizer registration, custom blend, or fertilizer if certain specified claims are made. Permits the Director to issue and serve a written stop sale, stop use, or regulate removal upon an owner, operator, manager, or agent in charge of fertilizer. Creates the Nutrient Research and Education Council (NREC) for the purpose of pursuing nutrient research and providing educational programs to ensure the adoption and implementation of practices that optimize nutrient use efficiency, ensure soil fertility, and address environmental concerns with regard to fertilizer use. Provides that the Department has the authority issue subpoenas, temporary restraining orders, preliminary or permanent injunctions against any person from violating or continuing to violate any provision of the Act. Provides for penalties based on type of violation. Makes other corresponding changes. Effective January 1, 2012.
Amends the State Comptroller Act. Creates a provision allowing the Comptroller to establish and conduct a training and certification program for Tax Increment Finance administrators. Sets forth requirements of the program. Amends the Illinois Municipal Code. Provides that on and after the effective date of the amendatory Act, the State Comptroller must post on its website the information submitted by a municipality concerning audit reports. Sets forth the requirements for the posting and daily charges for delinquent reports. Provides that a Tax Increment Financing Report must be filed with the Comptroller within 180 days after the close of the municipal fiscal year or as soon thereafter as the audit becomes available, and allows the Comptroller to grant an extension if the Tax Increment Finance administrator provides the Comptroller's office with sufficient evidence that the report is in the process of being completed. Sets forth daily charges for delinquent reports. Amends the Industrial Jobs Recovery Law of the Illinois Municipal Code. Provides that a municipality must electronically submit financial statements for each redevelopment project area. Further provides that, for each redevelopment project area, municipalities must also submit a list of all intergovernmental agreements in effect during the fiscal year to which the municipality is a party and an accounting of any moneys transferred or received by the municipality during that fiscal year pursuant to those intergovernmental agreements. Requires the State Comptroller to post on its website the information submitted by a municipality concerning audit reports. Effective immediately.

Recognizes the importance of utilizing experienced and highly trained workers for the operation of chemical and nuclear facilities that use, store, and produce radioactive or hazardous substances; condemns the actions of Honeywell International, Inc. with regard to the lockout of experienced workers at the Metropolis Works specialty chemicals facility in Metropolis and calls on Honeywell to promptly end its lockout; condemns the actions of Honeywell International, Inc. with regard to repeated instances of non-compliance with the Resource Conservation and Recovery Act, the Clean Water Act, and the Clean Air Act; and urges the U.S. Environmental Protection Agency, the Nuclear Regulatory Commission, and all relevant regulatory bodies to define clear jurisdiction over the Metropolis Works facility, and to conduct comprehensive and ongoing investigations, including full multi-media inspections, to ensure that the facility is operated safely and in compliance with federal regulations.
