Amends the Payday Loan Reform Act to provide that "official documentation of income" includes documentation of tax returns, government benefits, credit reports, and other documents in addition to pay stubs. Effective immediately.
Amends the Environmental Protection Act. Suspends the portion of the Illinois Pollution Control Board's Multi-Pollutant Standard (MPS) rules that limits the sale or transfer of sulfur dioxide allowances under certain circumstances. Prohibits the Board or the Environmental Protection Agency from requiring the surrender or limiting the transfer of sulfur dioxide allowances issued by either the Agency or the USEPA. Effective immediately.
Amends the Illinois Enterprise Zone Act. Makes a technical change in a Section concerning the short title.
Amends the Massage Licensing Act. Makes a technical change in a Section concerning the short title.
Amends the Public Utilities Act. Makes a technical change in the short title Section.
Amends the Department of Natural Resources Act. Makes a technical change in a Section concerning definitions.
Amends the Mental Health and Developmental Disabilities Code. Makes a technical change in a Section concerning the definition of "care and custody".
Amends the Counties Code. Provides that the proceeds from a tax levied for ambulance services may be used for the payment of other emergency purposes not paid for from general funds. Effective immediately.
Amends the Illinois Grant Funds Recovery Act. Provides that all discretionary grant programs for the purposes of renewable energy, green initiatives, or environmental safety administered by the Environmental Protection Agency or the Department of Commerce and Economic Opportunity are terminated, and the Comptroller shall order transferred, and the Treasurer shall transfer, into the General Revenue Fund all amounts that are designated for the making of grants under those programs and that are held in a special fund.. Effective immediately.
Amends the Public Utilities Act. Provides that if a participating utility that is a combination utility does not achieve one of its annual performance goals, then the utility shall no longer be eligible to annually update the performance-based formula rate tariff. Effective immediately.
