Amends the Illinois Refrigerated Warehouses Act. Provides that the licensing cycle shall be the same as the State fiscal year.

Amends the Firearm Owners Identification Card Act. Makes a technical change in a Section concerning a legislative declaration.
Amends the Personnel Code. Creates the Registered Nurse Registry Pilot Program to be administered by the Department of Central Management Services. Provides that the Department shall create and maintain an in-house registry of extra help employees for certain State operated facilities to improve staffing needs and to avoid the use of mandatory overtime. Provides that the in-house registry shall meet certain requirements. Provides that a State operated facility may appoint a Registered Nurse I or Correctional Nurse I as an extra help employee if certain conditions are met. Effective January 1, 2012.
Designates the date of May 9, 2012 as Children's Mental Health Awareness Day in the State of Illinois.
Amends the Illinois Highway Code. Makes a technical change in a Section concerning use of tax moneys.
Amends the Public Utilities Act. Makes a technical change in the short title Section.
Amends the Firearm Owners Identification Card Act. Denies home rule powers relating to permits and licenses for firearms. Effective immediately.
Amends the Illinois Public Labor Relations Act. Provides that if a public employer obtains a stay of an arbitration panel's order pending judicial review and the final decision of the court is adverse, then all reasonable costs of the proceedings in the reviewing courts including reasonable attorneys' fees, as determined by the court, shall be paid by the public employer. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Creates the Energy Efficiency Program for State Government Buildings Act. Creates the Energy Efficiency Program for State Government Buildings to be administered by the Capital Development Board. Provides that the Energy Efficiency Program for State Government Buildings shall provide for implementation of low cost/no cost energy conservation measures, engineering analyses, energy efficiency measures, building improvements, and monitoring of results for State-owned or State-leased buildings. Provides that savings from the implementation of energy efficiency measures under a guaranteed energy savings performance contract shall be used to satisfy the obligations under the guaranteed energy savings performance contract and to repay the cost of the other means used to finance the energy efficiency measures. Provides that the Board shall establish high-performance building standards. Provides that the Board shall establish, by rule, a process for procurement of energy savings performance contracts. Sets forth provisions concerning an energy audit training program and life-cycle energy cost analyses. Requires an annual report on energy efficiency measures in State government. Creates the Energy Efficiency in State Government Buildings Fund. Effective immediately.
