COAL MINING-APPEAL HEARINGS

Amends the Surface Coal Mining Land Conservation and Reclamation Act. Provides that an applicant or any person with an interest that is or may be adversely affected may request a hearing on the reasons for the final determination on the permit application. Provides that the Department of Natural Resources shall hold a hearing within 30 days after the request unless a prehearing conference is requested. Provides that no person who presides at a public comment hearing shall preside at a hearing or participate in the decision at the hearing. Makes other changes. Effective immediately.

SNOW PLOW PAY PREVAIL WAGE

Amends the Prevailing Wage Act. Includes snow plowing within the definition of the term "public works". Requires that the prevailing rate of hourly wages be paid by a public body to workers engaged in snow plowing. Limits the concurrent exercise of home rule powers under the Prevailing Wage Act. Effective immediately.

WILDLIFE-APPRENTICE HUNTER

Amends the Wildlife Code. Provides that persons aged 17 and under may apply annually for an Apprentice Hunter License that shall expire on the March 31 following the date of issuance. Provides that persons aged 18 and older may apply 3 times for an Apprentice Hunter License that shall expire on the March 31 following the date of issuance. Effective immediately.

VEH CD-3-AXLE MIXERS:WEIGHT

Amends the Illinois Vehicle Code. Provides that a 3-axle truck mixer registered as a Special Hauling Vehicle, used exclusively for the mixing and transportation of concrete in the plastic state, may, when laden, transmit upon the road surface, except when on part of the National System of Interstate and Defense Highways, the following maximum weights: 22,000 pounds on a single axle; 40,000 pounds on a tandem axle; 40,000 pounds gross weight on a 2-axle vehicle; and 54,000 pounds gross weight on a 3-axle vehicle. Provides that a 3-axle truck mixer registered as a Special Hauling Vehicle, used exclusively for the mixing and transportation of concrete in the plastic state, is not subject to the bridge formula. Removes provisions limiting to vehicles manufactured before or in the model year of 2014 and first registered in Illinois before January 1, 2015 the applicability of weight limit exceptions for certain 4-axle special hauling vehicles.

PROP TX-INSTALLMENT DATE

Amends the Property Tax Code. Provides that all property upon which the first installment of taxes remains unpaid on the first installment date (now, June 1) shall be deemed delinquent and shall bear interest after the first installment date (now, June 1). Provides that all property upon which the second installment of taxes remains due and unpaid on the second installment date (now, September 1) shall be deemed delinquent and shall bear interest after the second installment date (now, September 1). Effective immediately.

DOWNST PUBL TRANS-CHARGEBACK

Amends the Downstate Public Transportation Act and the State Finance Act. Provides that the Downstate Public Transportation Fund is not subject to sweeps, administrative charge-backs, or any other fiscal or budgetary maneuver that would transfer any amounts from the Downstate Public Transportation Fund into any other fund of the State unless specifically authorized by law. Effective immediately.
