Creates the Family and Personal Protection Act. Provides that the Department of State Police shall issue a license to carry a loaded or unloaded handgun to an applicant that meets specified qualifications, has provided the application and specified documentation, and has submitted the requisite fees. Provides that a license to carry a handgun entitles a licensee to carry a loaded handgun, either concealed or openly, on or about his or her person or in a vehicle, except in certain prohibited locations. Provides that the license shall be issued by the Department of State Police within 45 days of receipt from a sheriff and shall be valid throughout the State for a period of 5 years from the date of issuance. Provides for renewal of licenses. Establishes qualifications for licensees, certified firearms instructors, and instructor trainers. Provides for home rule preemption. Provides that the provisions of the Act are severable. Amends the Freedom of Information Act. Prohibits from inspection and copying information about applications for licenses to carry a handgun and about license holders contained in the database created by the Family and Personal Protection Act, except as authorized by that Act. Amends the State Finance Act and the Criminal Code of 1961 to make conforming changes. Effective immediately.

Amends the Illinois Highway Code. Provides that the Department of Transportation may relocate setbacks associated with railroad lines or tracks or facilities of a public utility. Provides that the Department may exercise its eminent domain powers to acquire all property interests necessary to ensure proper vegetation maintenance around public utility facilities.
Amends the Illinois Health Facilities Planning Act. Provides that any project funded through any appropriation from the General Assembly for a facility licensed or to be licensed under the Nursing Home Care Act and operated by the Illinois Department of Veterans Affairs is exempt from the requirements set forth in the Illinois Health Facilities Planning Act, except for specified notification requirements. Effective immediately.
Amends the Food Handling Regulation Enforcement Act. Makes a technical change in a Section concerning the short title.
Amends the Agricultural Areas Conservation and Protection Act. Makes a technical change in a Section concerning the short title.
Amends the Public Utilities Act. Provides that not more than 90 days after the effective date of the amendatory Act, the Illinois Commerce Commission shall direct the Office of Retail Market Development to update the consumer education materials for residential consumers and small business consumers. Provides that the Commission may form another working group to prepare and review the consumer education materials prior to their adoption by the Commission.
Creates the Ultrasound Opportunity Act. Sets forth legislative findings and definitions. Provides that at any facility where abortions are performed the physician who is to perform the abortion, the referring physician, or another qualified person working in conjunction with either physician shall offer any woman seeking an abortion after 6 weeks of gestation an opportunity to receive and view an active ultrasound of her unborn child by someone qualified to perform ultrasounds at the facility, or at a facility listed in a listing of local ultrasound providers provided by the facility, at least one hour prior to the woman having any part of an abortion performed or induced, and prior to the administration of any anesthesia or medication in preparation for the abortion. Provides that the Department of Public Health shall prepare and make available a reporting form, to be submitted by each abortion facility to the Department annually. Provides that the requirements of the Act shall not apply when, in the medical judgment of the physician performing or inducing the abortion, there exists a medical emergency. Contains a severability provision. Effective immediately.
Creates the Crane Licensing Public Safety Act. Provides for the licensure of crane operators and apprentice crane operators by the Department of Financial and Professional Regulation. Creates the Crane Operators Licensing Board. Sets forth qualifications for licensure, grounds for disciplinary action, and administrative procedures. Amends the Regulatory Sunset Act to set a repeal date for the new Act of January 1, 2021. Amends the State Finance Act to create the Crane Operators Licensing Fund. Effective immediately.
Amends the Counties Code. Authorizes a county board, by resolution, to transfer, sell, lease, dispose of, or terminate services provided by, the county's sheltered care or nursing home facilities. Sets forth procedures concerning the adoption of the resolution and public notice. Further provides that a county may elect to continue to operate and maintain sheltered care or nursing home facilities or to continue to levy and have extended and collected any authorized tax for up to 10 years. Authorizes the county to be paid or reimbursed for operating and maintenance costs incurred, including but not limited to delays or failures of federal, State, or local payments related to the sheltered care or nursing home facilities, from general funds, fund transfers, tax or revenue anticipation notes, or other financing obligations. Effective immediately.
Creates the Conveyance and Encumbrance of Manufactured Homes as Real Property and Severance Act. Provides that manufactured homes are deemed to be real property. Sets forth certain conditions that must be met to convey or voluntarily encumber a manufactured home as real property. Contains provisions concerning affidavits of affixation and affidavits of severance. Contains provisions concerning security interests and liens. Amends the Use Tax Act and the Retailers' Occupation Tax Act. Provides that the tax imposed on new mobile homes or new manufactured homes located outside of mobile home parks shall be calculated against 40% of the selling price of the home and against 100% of the selling price of any other building materials. Amends the Property Tax Code and the Mobile Home Local Services Tax Act. Makes changes concerning the taxation of mobile homes and manufactured homes located outside of mobile home parks. Amends various Acts to define and include "manufactured homes" and to make changes to provisions concerning registration of manufactured homes and security interests in or liens on manufactured homes. Contains other provisions.
