Amends the Firearm Concealed Carry Act. Provides that nothing in the provisions prohibiting the carrying of a concealed firearm in certain areas prevents a concealed carry licensee who is a county or State correctional officer, a judge of the Supreme, Appellate, or Circuit Court of this State or an Associate Judge of the Circuit Court, a judge of the United States District Court, United States Court of Appeals, or the United States Supreme Court, a State's Attorney, or Assistant State's Attorney with the consent of the State's Attorney, from carrying a concealed firearm in any area prohibited by these provisions, other than an area where firearms are prohibited under federal law.
Amends the Wildlife Code. Provides that a rifle may be used in deer hunting if it has a bottleneck centerfire cartridge of .30 caliber or larger with a case length not exceeding 1.4 inches, or a straight-walled centerfire cartridge of .30 caliber or larger, both of which must be available as a factory load with the published ballistic tables of the manufacturer showing a capability of at least 500 foot pounds of energy at the muzzle. There is no case length limit for straight-walled cartridges on rifles. Provides that non-expanding, military-style full metal jacket bullets may not be used to harvest deer; only soft point or expanding bullets, including copper or copper-alloy rounds designed for hunting, are legal ammunition.
Urges the National Park Service to include the Eastern Legacy sites which includes 52 Kentucky counties, in the Lewis and Clark National Historic Trail.
Amends the Firearm Owners Identification Card Act. Provides that except for records relating to disqualification of a transferee from acquiring or possessing a firearm, stun gun, or taser. or revocation of a person's Firearm Owner's Identification Card, all records created under the dial up system shall be destroyed 31 days after creation. Effective immediately.
Amends the Cycle Rider Safety Training Act. Provides that each Regional Cycle Rider Safety Training Center may issue an annual report to the Secretary of State addressing ways that road safety in Illinois may be improved.
Amends the Illinois Vehicle Code. Provides that during a declared harvest season emergency, the Governor may waive a vehicle's registered weight limitation and set a divisible load weight limit not to exceed 10% of a vehicle's registered gross weight, provided that the vehicle's axle weight and gross weight do not both exceed 10% above the statutorily required maximum limits. Provides that local authorities may waive special permit requirements during harvest season emergencies, and set a divisible load weight limit not to exceed 10% of a vehicle's registered gross weight, provided that the vehicle's axle weight and gross weight do not both exceed 10% above the statutorily required maximum limits. Provides that the Governor's emergency harvest permit exemption and local authority permit exemptions shall apply to all registered vehicles, including vehicles used in private or for-hire movement of divisible load agricultural commodities in use during the declared time period. Provides that provisions concerning the Governor's emergency harvest permit exemption and local authority permit exemptions shall not apply to municipalities with a population of 2,000,000 or more inhabitants. Makes conforming changes.
Amends the Illinois Procurement Code. Provides that a State purchasing officer or chief procurement officer may award a sole source contract to a qualified HUBZone small business concern, subject to certain restrictions. Provides that, if a contract is awarded pursuant to a competitive bidding process, the price offered by a qualified HUBZone small business concern shall be deemed to be lower than the price offered by another responsible bidder if the price offered by the qualified HUBZone small business concern is not more than 10% higher than the price offered by the other responsible bidder. Provides that the term "qualified HUBZone small business concern" means a business located in the State that qualifies as a HUBZone small business concern under the Historically Underutilized Business Zones (HUBZone) program administered by the United States Small Business Administration.
Declares the State of Illinois to be a Purple Heart State.
Amends the Wildlife Code. Removes a prohibition on the use of a silencer or other device to muffle or mute the sound of the explosion or report resulting from the firing of any gun. Provides that no person shall, carry, possess, transport or use a silencer, suppressor or other device to muffle or mute the sound of the explosion or report resulting from the firing of any gun for the taking of game, unless such silencer, suppressor, or device is in compliance with the National Firearms Act. Any game animal regulated under this Act may be taken within its season with a silencer, suppressor, or device to muffle or mute the sound of the explosion or report resulting from the firing of any gun. A silencer, suppressor, or device to muffle or mute the sound of the explosion or report resulting from the firing of any gun may be used when taking wildlife in accordance with a specified provision concerning the authority to kill wildlife responsible for damage. Effective immediately.
