CONCEALED CARRY-TRAINING EXEMP

Amends the Firearm Concealed Carry Act. Provides that an officer or official paid or unpaid who has successfully completed firearms training as required by his or her law enforcement agency and is authorized by his or her agency to carry a firearm is exempt from the firearms training required for other applicants for a concealed carry license. Provides that the Department of State Police and certified firearms instructors shall recognize up to 8 hours of training already completed toward the 16 hour training requirement if the training course is approved by the Department and was completed in connection with the applicant's previous employment as a paid or unpaid officer or official authorized to carry a firearm in the performance of his or her duties previously. Effective immediately.

CRIMINAL LAW-TECH

Amends the Unified Code of Corrections. Makes a technical change in a Section concerning length of parole, aftercare release, and mandatory supervised release and discharge from parole, aftercare release, and mandatory supervised release.

PEN CD-CHI FIRE-GAMING FUNDS

Amends the Chicago Police and Chicago Firefighter Articles of the Illinois Pension Code. Provides that the city shall deposit with the city treasurer, for the benefit of each of those funds, a minimum of 20% of all proceeds collected by the city from newly established gaming revenue sources arising out of legislation enacted in 2013 or thereafter. These deposits shall continue until the stabilization of the fund has been deemed to have occurred by an independent actuarial organization mutually agreed upon by the city and employee representatives. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

COAL MINING CONSERVATION FUND

Amends the State Finance Act. Creates the Coal Mining Conservation and Reclamation Fund as a special fund in the State treasury. Amends the Illinois Coal Technology Development Assistance Act. Provides that the Department of Natural Resources shall use all monies in the Coal Mining Land Conservation and Reclamation Fund to administer the Department's responsibilities. Provides that, notwithstanding any other law to the contrary, the Fund is not subject to sweeps, administrative charge-backs, or any other fiscal or budgetary maneuver that would transfer any amounts from the Fund into any other fund of the State. Provides that during fiscal year 2017 and each fiscal year thereafter, an amount of $333,333.33 shall be transferred from the Coal Technology Development Assistance Fund to the Fund. Effective immediately.

WILDLIFE-DEER HUNTING-RIFLES

Amends the Wildlife Code. Provides that rifles with cartridges that fire a bullet of .357-inch diameter or larger, have a minimum case length of 1.16 inches, and have a maximum case length of 1.8 inches may be used to take deer. Effective immediately.

PROP TX-SURVIVING SPOUSE

Amends the Property Tax Code. Provides that, for the 2015 taxable year and thereafter, the exemption for veterans with disabilities carries over to the surviving spouse of a veteran who was killed in the line of duty in the current taxable year or any preceding taxable year. Provides that, for the 2016 taxable year and thereafter, the exemption for veterans with disabilities carries over to the surviving spouse of a veteran who did not obtain the exemption before death, but who would have qualified for the exemption in the current taxable year if he or she had survived. Effective immediately.

TURKEY HUNTING PERMITS

Amends the Wildlife Code. Provides that, in addition to the wild turkey hunting permits issued without charge, the Department of Natural Resources shall make one additional permit available per parcel of land for the standard fee to a resident landowner who is a co-owner of a parcel of Illinois land of at least 40 acres but no more than 79 acres and, under Department rules, is unable to receive a permit without charge for a specific period of the wild turkey hunting season. Provides that the additional wild turkey hunting permits shall be valid for the entire wild turkey hunting season.

CD CORR-WAIVE ADD FINE-TRUC WT

Amends the Unified Code of Corrections. Exempts a violation of the wheel and axle loads and gross weights limits in the Illinois Vehicle Code from the additional penalty of $15 for each $40, or fraction of it, of the fine imposed added to the offense. Effective immediately.

VERIFICATION ADVISORY CMTE

Amends the Uninsured Motorist Verification Advisory Committee Act. Provides that the Uninsured Motorist Verification Advisory Committee shall include technology experts, among other committee members, to assist in the design and implementation of a program for the electronic verification of motor vehicle liability insurance. Requires the committee to report to the General Assembly, on or before January 31, 2016 (rather than 2015), with recommendations for the design and funding of a program for the electronic verification of motor vehicle liability insurance policies issued and in effect in the State and legislation to implement the program. Extends the repeal date of the Uninsured Motorist Verification Advisory Committee Act to July 1, 2017 (rather than 2016).
