Creates the Vinyard Indian Settlement of Shawnee Indians Recognition Act. Provides that the State recognizes the Vinyard Indian Settlement as a tribe of Indians. Provides that the Tribe and each member shall be eligible for any services and benefits provided by the United States and State agencies to Indians that are otherwise available to State-recognized tribes. Contains provisions concerning the membership roll of the Tribe. Contains legislative findings. Defines "member" and "Tribe".

Amends the Telephone Line Right of Way Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Educational Labor Relations Act. Makes a technical change in a Section concerning the short title of the Act.
Amends the Motor Fuel Tax Law. Provides that provisions of the Act concerning distributions from the Motor Fuel Tax Fund to counties, municipalities, and road districts are an irrevocable and continuing appropriation to the Department of Transportation of all amounts necessary for those purposes. Effective immediately.
Amends the Good Samaritan Act. Provides that a free medical clinic or free medical clinic without physical premises may receive reimbursement from the Department of Healthcare and Family Services or may receive partial reimbursement from a patient based upon ability to pay, provided any such reimbursements shall be used only to pay overhead expenses of operating the free medical clinic or free medical clinic without physical premises and may not be used, in whole or in part, to provide a fee, reimbursement, or other compensation to any person licensed under the Medical Practice Act of 1987 or other health care professional who is receiving an exemption or to any entity that the person owns or controls or in which the person has an ownership interest or from which the person receives a fee, reimbursement, or compensation of any kind. Effective immediately.
Amends the Criminal Code of 2012. Provides that the waiting period before a firearm may be delivered to a person does not apply to the sale of a firearm to a person who has been issued and possesses a currently valid concealed carry license under the Firearm Concealed Carry Act.
Amends the Wildlife Code. Provides that unloaded guns may be carried in or on any vehicle or conveyance on game breeding and hunting preserve areas authorized by specified provisions of the Act.
Amends the Coal Mining Act. Eliminates the Miners' Examining Board and transfers its duties to the Mining Board and makes conforming changes throughout the Act. Provides that no person shall be employed or engaged at the face of the coal as a machine operator (rather than as a coal loader, loading machine operator, cutting machine operator, driller or shooter, timberman or roof bolter) in any coal mine in this State without having first obtained a certificate of competency from the Mining Board, and having completed a course of instruction in first aid (rather than a course of instruction in first aid to the injured and mine rescue methods and appliances prescribed by the Department). Effective immediately.
Amends the Firearm Concealed Carry Act. Permits a concealed carry licensee to knowingly carry a firearm onto the real property or building of an interstate highway rest area regulated by or under the control of the Department of Transportation.
