MEDICAL PRACTICE-EXTEND SUNSET

Amends the Regulatory Sunset Act. Extends the repeal date of the Medical Practice Act of 1987 from December 31, 2010 to December 31, 2020. Effective immediately.

FIREARM OWNERS-RECORDS

Amends the Firearm Owners Identification Card Act. Provides that a person who transfers or causes to be transferred a firearm within the State must keep a record of the transfer for a period of 5 (rather than 10) years from the date of the transfer. Effective immediately.

SCH CD-SPEC ED-FULL REIMBURSE

Amends the Children with Disabilities Article of the School Code. Notwithstanding any other provision of the Article, provides that, beginning with Fiscal Year 2010, the State Board of Education shall reimburse school districts, other than the Chicago school district, for all costs incurred by those school districts for the education of children with disabilities. Effective immediately.

SCH CD-NON-RESIDENT TUITION

Amends the School Code. Provides that a pupil who becomes non-resident during a grading period or school term, as determined by school board policy (instead of just a school term), shall not be charged tuition for the remainder of the grading period or school term in which he or she became a non-resident pupil, except that a pupil who began the school year as a resident pupil but becomes non-resident during that school year shall not be charged tuition for the remainder of the school year if he or she is graduating from high school that school year. Effective July 1, 2009.

NATUROPATHIC MED PRAC ACT

Creates the Naturopathic Medical Practice Act. Provides for the regulation of naturopathic physicians through licensure by the Department of Financial and Professional Regulation. Establishes the Board of Naturopathic Medicine, the Naturopathic Childbirth Attendance Advisory Committee, and the Naturopathic Formulary Committee. Sets forth provisions concerning licensure, scope of practice, duties of the Department, and administrative procedure. Amends the Regulatory Sunset Act. Sets the repeal date of the Naturopathic Medical Practice Act as January 1, 2021. Amends the Illinois Controlled Substances Act to add naturopathic physicians who issue a prescription for a controlled substance in accordance with the naturopathic formulary to the definition of "prescriber".

HEALTHCARE JOBS-FEE SPLITTING

Amends several Acts that regulate the medical and healthcare professions. In a provision in those Acts concerning fee-splitting or directly or indirectly giving to or receiving from certain persons or entities any fee, commission, rebate, or other form of compensation for any professional services not actually or personally rendered, provides that the provision does not prohibit contractual or employment arrangements with health care professionals or providers, such as physicians, physician practices, hospitals, long-term care facilities, clinics, or other entities, except as otherwise prohibited by law. Provides that contractual and employment arrangements with health care professionals or providers may include arrangements for compensation, use of space, staff, equipment, health insurance, pension, or other benefits for the provision of services within the scope of the licensee's practice under that specific Act. Amends the Medical Practice Act. Provides that nothing in the Act prohibits physicians, physician practices, or entities authorized by law to employ physicians from also employing other licensed health care workers and other persons. Effective immediately.
