Honors our esteemed colleague, Illinois State Representative Jay Hoffman, for his dedicated service to the people of the State of Illinois.
Amends the Chicago School District Article of the School Code. Provides that under the Chicago Board of Education's policies and rules concerning infectious disease, the Board shall require that all students wash their hands with an antiseptic soap or detergent before consuming any meal at school and shall establish nationally accepted standards and provide the facilities, materials, and supervision necessary to implement the handwashing requirement. Amends the State Mandates Act to require implementation without reimbursement.
Amends the Public Utilities Act. Makes a technical change in the short title Section.
Amends the Payday Loan Reform Act. Makes a technical change in a Section concerning the short title.
Creates the Advanced Science Zones Act. Sets forth procedures for the Department of Commerce and Economic Opportunity to certify areas in the State as Advanced Science Zones. Sets forth procedures for the administration of the Zones. Requires the Department to establish several programs with respect to the Zones including a loan program, a financial-assistance program, a transferable investment tax credit, and a tax-deduction certification. Contains other provisions. Amends the Illinois Income Tax Act to make corresponding changes concerning the tax credits and deductions. Effective immediately.
Amends the Public Utilities Act. Provides that specified provisions concerning a certificate of public convenience and necessity do not apply to an electric utility providing transmission service connections located within its certified or service territory in the usual course of business or transmission system extensions approved pursuant to a specific provision. Adds a provision concerning an alternative procedure for obtaining a certificate of public convenience and necessity for specified transmission line extensions not in the usual course of business. Includes land use studies as an activity requiring a certificate of public convenience and necessity. Effective immediately.
Amends the Weights and Measures Act. Increases certain fees. Amends the Illinois Egg and Egg Products Act. Requires expiration dates to be printed on egg containers. Changes the dates upon which license years begin and end. Increases fees and fines. Authorizes the Director of Agriculture to suspend and revoke licenses under the Act. Amends the Illinois Pesticide Act. Increases the annual product registration fee, the annual experimental use permit fee, the special local need pesticide registration fee, the renewal fee for pesticide registrations, and the private pesticide applicator license fee. Authorizes the Department of Agriculture to collect a public or commercial not-for-hire pesticide applicator license fee, a public or commercial not-for-hire pesticide operator license fee, and associated late fees. Requires certain agrichemical facilities to apply for an agrichemical facility containment permit and to pay a permit fee. Amends the Lawn Care Products Application and Notice Act. Requires a permit fee to be submitted with each permit application and each permit renewal application. Amends the Illinois Commercial Feed Act of 1961. Increases certain license and inspection fees. Amends the Animal Disease Laboratories Act. Removes provisions prohibiting the Department of Agriculture from collecting diagnostic test fees and limiting its imposition of other fees. Amends the Livestock Management Facilities Act. Increases the fee for the issuance or renewal of a certified livestock manager certificate. Effective immediately.
Amends the Illinois Act on the Aging. Provides that no employee of the Department on Aging, the Area Agencies on Aging, or any agency under contract with the Department, shall make referrals to or disseminate information, either orally or in writing, regarding an unlicensed or uncertified program that is required by law to be licensed or certified. Further provides that information and referrals regarding a board and care home may not be made or provided unless the board and care home has furnished the Department or agency with a copy of its assisted living and shared housing license. Amends the Hospital Licensing Act. Requires hospitals to develop patient discharge procedures that include prohibitions against discharging or referring a patient to certain facilities if unlicensed or uncertified (rather than unlicensed, uncertified, or unregistered). Requires a board and care home to provide a hospital with a copy of its assisted living and shared housing license. Effective immediately.
Amends the Illinois Public Aid Code. Provides that the Department of Healthcare and Family Services Inspector General may issue shields or other distinctive identification to his or her employees not exercising the powers of a peace officer if the Inspector General determines that a shield or distinctive identification is needed by an employee to carry out his or her responsibilities.
