Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the short title.

Amends the Illinois Insurance Code. Provides that no company writing medical liability insurance in the State shall be required to offer any insured the option to make quarterly premium payments on annual premiums of less than $1,200. Amends the Medical Practice Act of 1987. Repeals a provision that allows for the practice of medicine by a person who is licensed to practice medicine in all of its branches in any other state of the United States or the District of Columbia, who has applied in writing to the Department, in form and substance satisfactory to the Department of Financial and Professional Regulation, for a license to practice under the Act, and has complied with all of the provisions required for licensure except for the passing of an examination, until certain specified events occur. Amends the Code of Civil Procedure. Repeals provisions that set out the requirements for a claim that seeks damages for bodily injuries or death by reason of medical, hospital, or other healing art malpractice and is based upon apparent or ostensible agency. Effective immediately.
Amends the Illinois Coal and Energy Development Bond Act. Makes a technical change in a Section concerning definitions.

Amends the Illinois Dental Practice Act. Provides that the public member of the Board of Dentistry shall not participate in rulemaking or disciplinary cases that involve clinical standards or clinical judgments by dentists. Provides that in the interest of public safety, the Board shall annually review emerging scientific technology and applications and, when appropriate, adopt rules to govern the appropriate use and require the appropriate training needed for this technology by dental hygienists and assistants acting under the supervision of a dentist. Provides that training for cardiopulmonary resuscitation certification as required by this Act shall count towards a dentist's continuing education hours. Provides that a person practices dentistry, within the meaning of the Act, who takes impressions of human teeth or performs any phase of any operation incident to teeth whitening, including, but not limited to, the sale, instruction, and application on site of teeth whitening materials or procedures. Effective immediately.
Amends the Illinois Renewable Fuels Development Program Act. Makes a technical change in a Section concerning the findings of the General Assembly.
Amends the Illinois Public Aid Code. Provides formulas for Medicaid reimbursement of ambulance service providers for emergency ambulance services, non-emergency ambulance services, mileage, advanced life support services, and specialty care transport services. Provides that the requirement for payment of ground ambulance services by the Illinois Department of Healthcare and Family Services is met if the services are provided pursuant to a request for evaluation, treatment, and transport for an individual with a condition of such a nature that a prudent layperson would have reasonably expected that a delay in seeking immediate medical attention would have been hazardous to life or health. Requires the Department to annually update the ambulance fee schedule rates on July 1 of each year. Makes other changes.
Amends the Public Utilities Act. Makes a technical change in a Section concerning rates.
