Amends the Fish and Aquatic Life Code. Requires the Department of Natural Resources to establish a one-year pilot project to stimulate the bulk harvest of Asian carp in the Illinois River and to increase the number of native fish. Requires coordination with commercial fishermen. Sets prices per pound. Contains other provisions. Repealed on January 1, 2010. Effective immediately.
Amends the Illinois Enterprise Zone Act. Makes a technical change in a Section concerning the short title.
Amends provisions of the Criminal Code of 1961 requiring a State's Attorney to seek a court order to compel a person accused of criminal sexual assault, aggravated criminal sexual assault, or predatory criminal sexual assault of a child to be tested for any sexually transmissible disease, including human immunodeficiency virus. Provides that the State's Attorney shall seek to compel the accused to be tested not later than 48 hours after the date on which the information or indictment is presented. Effective immediately.
Amends the Illinois Public Aid Code. Provides a guideline for Medicaid reimbursement for ambulance services for emergency ambulance services, non-emergency ambulance services, mileage, advanced life support services, and specialty care transport services. Provides that the requirement for payment of ground ambulance services by the Illinois Department of Healthcare and Family Services is met if the services are provided pursuant to a request for evaluation, treatment, and transport for an individual with a condition of such a nature that a prudent layperson would have reasonably expected that a delay in seeking immediate medical attention would have been hazardous to life or health. Requires the Department to annually update the ambulance fee schedule rates on July 1 of each year.
Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, the Voluntary Health Services Plans Act, and the Illinois Public Aid Code to provide coverage for autism spectrum disorders to the extent that the diagnosis and treatment of autism spectrum disorders are not already covered by the policy or plan. Provides that this coverage shall be subject to a maximum benefit of $36,000 per year, but shall not be subject to any limits on the number of visits to an autism service provider. Makes other changes. Effective immediately.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning the unlawful use of weapons.
Amends the Environmental Protection Act. Provides that the Environmental Protection Agency does not have the authority to issue or require permits for the use of private sewage disposal systems under the Private Sewage Disposal Licensing Act.
Creates the Personal Protection for Judges, State's Attorneys, and Public Defenders Act. Establishes statewide uniform standards for the issuance of permits to carry concealed firearms in this State. Authorizes the county sheriff to issue concealed firearms permits to Judges, State's Attorneys, Assistant State's Attorneys, Public Defenders, and Assistant Public Defenders. Requires an applicant to complete a training course in handgun use, safety, and marksmanship. Amends the Criminal Code of 1961. Exempts, from an unlawful use of weapons and aggravated unlawful use of weapons violation, Judges, State's Attorneys, Assistant State's Attorneys, Public Defenders, and Assistant Public Defenders who carry or possess firearms in accordance with the Personal Protection for Judges, State's Attorneys, and Public Defenders Act. Preempts home rule.
