Amends the Illinois Procurement Code. Provides that the Code does not apply to contracts between the Department of Agriculture and a non-profit service organization for the purpose of providing goods or services on the Illinois State Fairgrounds during the Illinois State Fair or on the DuQuoin State Fairgrounds during the DuQuoin State Fair. Effective immediately.

Creates the Endow Illinois Tax Credit Act and amends the Illinois Income Tax Act. Requires the Department of Revenue to authorize an income tax credit to taxpayers who provide an endowment gift to a permanent endowment fund. Sets forth procedures and criteria for authorizing the credits. Provides that the aggregate amount of all credits that the Department may authorize may not exceed $10,000,000 in 2013, $25,000,000 in 2014, or $50,000,000 in 2015 and each calendar year thereafter. Provides conditions for eligibility. Requires the Department to make an annual report concerning the credits. Provides that the credit may be carried forward for 5 years. Exempts the credit from the Act's sunset provisions. Effective immediately.
Amends the Department of Employment Security Law of the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the short title.
Creates the Nursing Home Residents' Managed Care Rights Act. Contains a short title provision and a provision on findings. Effective immediately.
Amends the Barber, Cosmetology, Esthetics, Hair Braiding, and Nail Technology Act of 1985. Makes a technical change in a Section concerning qualifications for licensure as a cosmetologist by a barber school graduate.
Amends the Local Government Debt Reform Act. Provides that the approval of bonds authorized to be issued under the Counties Code and approved by Jackson County voters in a 1994 referendum, of which less than $200,000 were issued, and for which the purpose of the bonds is flooding prevention, shall remain approved for 25 years after the date of the referendum. Effective immediately.
Amends the Election Code. Makes a technical change in a Section concerning expenses of conducting a primary election.
Amends the Coal Mining Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning the short title.
Amends the State Finance Act. Creates the Grow Illinois Jobs Fund. Amends the Liquor Control Act of 1934. Provides that, beginning on January 1, 2015, of the proceeds from the tax imposed under the Act on wine other than cider containing less than 7% alcohol per volume, 2 cents per gallon shall be deposited into the Grow Illinois Jobs Fund. Provides that the moneys in the Fund shall be equally distributed between the Department of Agriculture and the Department of Commerce and Economic Opportunity for the specific purpose of developing and promoting the grape and wine industry in Illinois. Effective immediately.
