TANF-PROHIBITED PURCHASES

Amends the Temporary Assistance for Needy Families Article of the Illinois Public Aid Code. Provides that no person shall knowingly use or accept cash assistance benefits provided under the Temporary Assistance for Needy Families Program for the purchase or sale of certain services or products, including alcoholic beverages, lottery tickets, firearms or firearms ammunition, admission to any performance, gambling games, and rental goods.

LIQUOR TAX-GROW IL JOBS FUND

Amends the State Finance Act. Creates the Grow Illinois Jobs Fund. Amends the Liquor Control Act of 1934. Provides that, beginning on January 1, 2014, of the proceeds from the tax imposed under the Act on wine other than cider containing less than 7% alcohol per volume, 2 cents per gallon shall be deposited into the Grow Illinois Jobs Fund. Provides that the moneys in the Fund shall be equally distributed between the Department of Agriculture and the Department of Commerce and Economic Opportunity for the specific purpose of developing and promoting the grape and wine industry in Illinois. Effective immediately.

FIREARMS- MUNICIPAL REGULATION

Amends the Firearm Owners Identification Card Act. Strikes a clause preventing provisions of ordinances from being invalid when they impose greater restrictions or limitations on the acquisition, possession and transfer of firearms than are imposed by this Act. Provides that regulation of the ownership and possession of firearms and related items are the exclusive powers of the State. Provides that a local government may not require registration, reporting of the sale or transfer of a firearm, or may not keep a firearms registry. Provides that any existing or future local ordinances or resolutions imposing any registration requirement on firearms and related items are invalid or void. Effective immediately.

RESIDNTL SUBSTANCE ABUSE FUND

Amends the State Finance Act. Creates the Residential Substance Abuse Treatment Fund. Provides that moneys in the Fund shall be used by the Department of Corrections, subject to appropriation, for expenses incurred in administering, operating, and maintaining a residential substance abuse treatment facility at the Murphysboro Correctional Center. Amends the Illinois Vehicle Code. Provides that upon a conviction or plea of guilty for operating a motor vehicle while under the influence of alcohol, drugs, or an intoxicating compound, a defendant shall pay a fee of $100 to be deposited into the Residential Substance Abuse Treatment Fund. Makes a similar change to the Snowmobile Registration and Safety Act and the Boat Registration and Safety Act. Amends the Cannabis Control Act. Provides that moneys received from forfeiture by the State's Attorney may, at the State's Attorney's discretion, also be deposited into the Residential Substance Abuse Treatment Fund (currently moneys can be used only to make discretionary grants to local substance abuse treatment facilities and half-way houses). Effective immediately.

PREV WAGE ROAD PROJECT

Amends the Prevailing Wage Act. Provides that the Act applies to projects for the construction or maintenance of roads or structures financed in whole or in part with funds received from the Illinois Department of Transportation regardless of who performs the work.

PEN CD TRANSFER POLICE TO IMRF

Amends the Illinois Pension Code. Extends the deadline for a person to transfer up to 10 years of service credit from a downstate police pension fund to the Illinois Municipal Retirement Fund (IMRF). Provides that such credit shall be treated as service as a sheriff's law enforcement employee.

$RESIDENTL SUBSTANCE ABUSE

Appropriates $8,893,900 from the Residential Substance Abuse Treatment Fund to the Department of Corrections for the operation of a residential substance abuse treatment facility at the Murphysboro Correctional Center for FY15. Effective July 1, 2014.
