Creates the War on Terrorism Compensation Act. Provides that every person who has served on active duty with the armed forces of the United States on or after September 11, 2001 and prior to such time as Congress declares such persons ineligible for the Global War on Terrorism Expeditionary Medal or the Global War on Terrorism Service Medal is entitled to receive compensation of $100 for such service if he or she had been a resident of the State of Illinois for at least 12 months immediately preceding the time he or she entered such service and meets certain other requirements. Provides that no payment may be made to any person who, though in such service: did civilian work at civilian pay; did not serve at least 30 consecutive or 60 nonconsecutive days outside the United States or its territories; or has received from another state a bonus or compensation of like nature. Provides that applications for compensation must be made to the Department of Veterans' Affairs. Effective immediately.

Amends the Public University Energy Conservation Act. Provides that "energy conservation measure" includes construction of a new building or facility that is designed to reduce energy consumption or operating costs.
Declares September 26 of each year as Mesothelioma Awareness Day in the State of Illinois.
Urges Congress to reexamine the federal law that has seriously affected the sales of off-road motorcycles and other recreational vehicles designed for children.
Amends the Private Sewage Disposal Licensing Act. Permits a unit of local government to require homeowners who maintain a private sewage disposal system within the unit of local government to provide verification, on an annual basis, to the unit of local government of a valid contract with a licensed private sewage disposal system installation contractor. Effective immediately.
Amends the Election Code. Eliminates in-person absentee voting. Provides that early voting extends through the Monday (now, the 5th day) before an election.
Amends the Illinois Public Aid Code. Provides that as a condition of initial eligibility for any benefits under the Code, an applicant must pass a urine drug test. Provides that as a condition of continued eligibility for benefits, a recipient must pass a urine drug test at least once every 12 months, at a random time designated by the Department of Human Services or the Department of Healthcare and Family Services. Provides that if a recipient tests positive, the recipient is thereafter ineligible for any benefits under the Code, except that if a recipient tests positive and his or her benefits are terminated, then 6 months after the date of termination, the Department of Human Services or the Department of Healthcare and Family Services shall send a notice to that person, at his or her last known address, stating that the person may again take a urine drug test and, if he or she tests negative, he or she will be eligible for any benefits under the Code for which he or she is otherwise eligible. Effective immediately.
Amends the Communicable Disease Prevention Act. Provides that if a public safety official believes that he or she has been exposed to an infectious disease while performing his or her duties, other than those as an emergency services provider, which, in the opinion of a physician, could involve exposure to an infectious disease or condition, the public safety official or the provider agency may request the patient or individual who may have transmitted the infectious disease to consent to having the necessary diagnostic blood tests performed. Provides that the patient or individual who may have transmitted the infectious disease or condition shall be informed that he or she has the right to consent to the test for the presence of an infectious disease or condition. Provides that if the patient or individual refuses to consent to such tests, the public safety official or the provider agency may petition a federal district court for an order mandating that the necessary diagnostic blood tests of the patient or individual be performed. Makes other changes. Effective immediately.
