Amends the Environmental Protection Act. Makes a technical change in a Section concerning the short title.

Amends the School Code, the Illinois School Student Records Act, and the Educational Opportunity for Military Children Act. Provides that until June 30, 2015 (instead of June 30, 2012), if a student is an out-of-state transfer student and does not have proof of having had either the required health examination or immunizations before October 15 of the current year or whatever date is set by the school district, then he or she may only attend classes (i) if he or she has proof that an appointment for the required vaccinations has been scheduled with a party authorized to submit proof of the required vaccinations. Provides that until June 30, 2015 (instead of June 30, 2012), out-of-state transfer students may use unofficial transcripts for admission to a school until official transcripts are obtained from his or her last school district. With respect to the Educational Opportunity for Military Children Act, provides that the State Council shall be comprised of the Illinois P-20 Council, representatives appointed by the Illinois P-20 Council from the 3 school districts in this State with the highest percentage of children from military families, and one non-voting representative appointed by each active-duty military installation commander in this State (instead of having the Illinois P-20 Council and representatives appointed by the Illinois P-20 Council from the 3 school districts in this State with the highest percentage of children from military families constituting the State Council). Provides that the Act is repealed on June 30, 2015 (instead of June 30, 2012).
Amends the Auction License Act to provide a licensed auctioneer to sell real property at auction. Provides the requirements for a real property auction qualification. Amends the Real Estate License Law. Creates an exemption for a licensed auctioneer who has obtained a real property auction qualification under the Auction License Act. Effective immediately.
Amends the Fire Department Promotion Act. Provides that the Joint Labor and Management Committee may charge reasonable fees that are related to the costs of administering authorized programs and conducting classes to the following: (i) applicants for certifications or recertifications, (ii) recipients of certifications or recertifications, and (iii) individuals and entities approved by the Joint Labor and Management Committee to conduct programs or classes. Effective immediately.
Amends the Liquor Control Act of 1934. Makes a technical change in a Section concerning the short title.
Urges implementation of appropriate ways in which the values and sacrifices of those who participated in World War II can be remembered, appreciated, and understood.
Creates the Foreclosure Working Group, appointed by the State Housing Task Force, to create recommendations to address the foreclosure and housing crisis in the State.
Recognizes Linda L. Allan for her contributions to the State of Illinois as President of the Illinois Funeral Directors Association.
Amends the Jury Commission Act. Provides that counties with a population of at least 200,000 but less than 300,000 may have 4 (rather than 3) jury commissioners. Effective immediately.
Congratulates former United States Senator Alan J. Dixon on the occasion of having the Senator Alan J. Dixon Student Center at Lindenwood University-Belleville named after him and recognizes his innumerable achievements and efforts on behalf of his hometown of Belleville.
