Amends the Hospital Licensing Act. Provides that the Department of Public Health shall investigate every allegation of abuse or neglect of a patient received by the Department. Provides that no administrator, agent, or employee of a hospital or a member of its medical staff may abuse or neglect a patient in the hospital, and provides that any hospital administrator, agent, employee, or medical staff member who has reasonable cause to believe that any patient with whom he or she has direct contact has been subjected to abuse or neglect in the hospital shall promptly report or cause a report to be made to a designated hospital administrator responsible for providing such reports to the Department of Public Health. Sets forth other provisions concerning protection of hospital patients from abuse and neglect. Provides that if no health care surrogate is available for a patient who lacks decision-making capacity, then the hospital may contact the Guardianship and Advocacy Commission to determine the need for a temporary guardian of the person.
Creates the Historic Preservation Tax Credit Act. Provides for an income tax credit in an amount equal to 25% of qualified expenditures incurred by a qualified taxpayer for the restoration and preservation of a qualified historic structure. Provides that the credit may be carried forward for up to 10 years. Provides that the credit may be sold, assigned, conveyed, or transferred. Provides that the cumulative amount of credits awarded under the Act may not exceed $25,000,000 per year per county. Amends the Illinois Income Tax Act to make conforming changes. Effective immediately.
Creates the State Facility Overtime Act. Provides that the Director of the State agency responsible for the operation of specified State facilities (or the Director's designee or agent) may not require an employee to accept work in excess of an agreed upon, predetermined, and regularly scheduled daily work shift, not to exceed 40 hours per week. Provides for: exceptions to the prohibition; posting a summary of the Act and applicable rules; investigation of complaints by the Illinois Department of Labor and disposition of complaints; adoption of administrative rules; construction; and other matters. Effective immediately.
Appropriates $2 from the General Revenue Fund to the Board of Higher Education for its FY 10 ordinary and contingent expenses. Effective July 1, 2009.
Amends the Consumer Installment Loan Act. Makes a technical change in a Section concerning a license required to engage in the business of making loans of money in a principal amount not exceeding $25,000.
Amends the Illinois Vehicle Code and the State Finance Act. Provides for the issuance of U.S. Coast Guard license plates to Illinois residents who meet eligibility requirements to be prescribed by the Secretary of State. Provides that an applicant shall be charged an additional fee of $20 at original issuance and renewal. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that $5 of the original issuance fee and $18 of the renewal fee shall be deposited into the Coast Guard Mutual Assistance Fund. Creates the Coast Guard Mutual Assistance Fund as a special fund in the State treasury. Provides that all moneys in the Coast Guard Mutual Assistance Fund shall, subject to appropriation, be used for grants for charitable purposes and financial assistance programs sponsored by Coast Guard Mutual Assistance, Inc., a recognized charitable organization.
Amends the Motor Fuel and Petroleum Standards Act. Makes technical changes in a Section concerning ASTM standards.
Amends the Environmental Protection Act. Makes a technical change in a Section concerning the short title.
Amends the Alternative Gas Supplier Law in the Public Utilities Act. Makes a technical change in the short title Section.
