Amends the Limited Liability Company Act. Reduces filing fees imposed upon limited liability companies by 50%. Effective immediately.

Amends the General Assembly Compensation Act. Provides that, for terms commencing on or after January 14, 2015, each member of the General Assembly shall receive compensation that is no more than 90% of the amount last set by the Compensation Review Board. Amends the Compensation Review Act. For fiscal year 2014 and each fiscal year thereafter, prohibits a cost of living adjustment for General Assembly members. Effective immediately.
Amends the Illinois Pension Code. Limits the ability of certain classes of persons to participate in the retirement systems established under the Illinois Municipal Retirement Fund (IMRF), State Universities, and Downstate Teachers Articles of the Code. In the State Universities Article, specifies that, in the case of doubt as to whether a person is an employee, the decision of the Board of Trustees of the State Universities Retirement System shall be final. Effective immediately.
Creates the Business Investment in Higher Education Act and amends the Illinois Income Tax Act. Requires the Illinois Student Assistance Commission to establish and administer a program in which businesses in this State provide scholarships to eligible students who agree to practice in professions in areas of this State demonstrating the greatest need. Provides that, prior to receiving scholarship assistance for any academic year from a business, the scholarship recipient shall be required by the business to sign an agreement under which the recipient pledges to practice full-time in a profession agreed upon with the business in an area of this State agreed upon with the business one year for each year he or she is a scholarship recipient. Sets forth provisions concerning the failure of recipient to fulfill the scholarship obligation. Requires the Commission to adopt rules to implement the program. Provides for a tax credit for contributions made to the scholarships.
Amends the Workers' Compensation Act. Provides for the computation of compensation when there are multiple employers and when there is less than full-time work. Effective immediately.
Re-enacts and changes various provisions of the Code of Civil Procedure relating to product liability actions that were added by Public Act 89-7, which was held to be void in its entirety by the Illinois Supreme Court in Best v. Taylor Machine Works, 179 Ill. 2d 367 (1997). Effective immediately.
Creates the 72-Hour Budget Review Act. Sets forth time requirements by which certain appropriation or revenue legislation must be made publicly available before passage. Provides that the time requirements may be waived by an affirmative two-thirds vote of the full committee or chamber considering the legislation. Effective immediately.
Amends the Code of Civil Procedure. With respect to certain types of actions, provides that for any defendant whose fault is less than 25% of the total fault attributable to the plaintiff, the defendants sued by the plaintiff, and any third party defendant who could have been sued by the plaintiff (instead of any third party defendant except the plaintiff's employer), shall be severally liable for all other damages. Provides that for any defendant whose fault is 25% or greater of the total fault attributable to the plaintiff, the defendants sued by the plaintiff, and any third party defendants who could have been sued by the plaintiff (instead of any third party defendants except the plaintiff's employer), shall be jointly and severally liable for all other damages.
Reenacts and changes provisions of the Premises Liability Act that were added by Public Act 89-7, which was held to be void in its entirety by the Illinois Supreme Court in Best v. Taylor Machine Works. Includes findings. The reenacted provisions describe the duty of reasonable care owed to invited entrants by an owner or occupier of premises, and provide that an owner or occupier of land owes no duty of care to an adult trespasser other than to refrain from willful and wanton conduct that would endanger the safety of a known trespasser from a condition of the property or an activity conducted on the property. Provides that the reenacted provisions apply to causes of action accruing on or after the effective date of reenactment.
Amends the Secretary of State Act. Requires the Secretary of State to post all contracts between the State or any State agency and another state or the federal government, or an agency thereof, on the Secretary of State's Internet website. Provides that the information shall include, but is not limited to, the total cost of the agreement, the contracting agency, and the date of expiration of the contract. Requires the Secretary of State to adopt rules to implement this requirement. Effective immediately.
