COUNTY-TELECOMM TOWERS

Amends the Counties Code. Provides that a facility proposed to be located within 1,000 feet of a residentially zoned lot shall be subject to certain requirements that are consistent with federal law. Further provides that a facility shall not be approved by the county board or constructed in an unincorporated area within 1,000 feet of a municipal jurisdiction boundary except where the facility has already been authorized by an annexation agreement with such municipality. Effective immediately.

G.A. COMPENSATION-COLA

Amends the General Assembly Compensation Act. Establishes the fiscal year 2015 mileage reimbursement rate and allowance for lodging and meals. Requires every member of the 98th General Assembly to forfeit one day of compensation during each of the first 6 months of the fiscal year beginning July 1, 2014. Requires every member of the 99th General Assembly to forfeit one day of compensation during each of the second 6 months of the fiscal year beginning July 1, 2014. Amends the Compensation Review Act. Prohibits a fiscal year 2015 cost-of-living adjustment for State government legislative and executive elected officers and appointees in positions for which the Compensation Review Board previously recommended or determined compensation. Effective immediately.

COURT OF CLAIMS-STATE EMPLOYEE

Amends the Court of Claims Act. Provides that if an award is made based on a claim for a wrongful discharge or termination of employment to a claimant who is a State employee, the award shall include back pay from the date of the employee's termination through the date of reinstatement.

ILLINOIS ENTERPRISE COMMISSION

Creates the Illinois Enterprise Commission Act. Provides for each legislative leader to appoint 3 public members to the Commission. Authorizes employment of an executive director and staff. Requires the Commission and its staff to scrutinize the existing Illinois laws and administrative rules to see which rules are serving as a net drag on Illinois job creation and economic productivity. Requires the Commission to annually adopt, by two-thirds majority vote, and submit to the Governor, the General Assembly, and the executive director of the Joint Committee on Administrative Rules (JCAR), an omnibus list of all of the administrative rules within the Illinois Administrative Code that the Commission believes can be repealed, abolished, or amended to maximize the wealth and productivity of Illinois. Allows for public comment. Requires the Commission to recommend replacement rules. Allows JCAR, by a single, up-or-down record vote, to accept a report by a three-fifths majority, which has the effect of prohibiting the rules on the list. Sets forth a procedure for adoption of recommended or other rules as emergency rules. Requires the Commission to annually adopt, by two-thirds majority vote, and submit to the Governor, the General Assembly, and the executive director of the Legislative Reference Bureau (LRB), an omnibus list of all of the laws, and sections of laws, within the Illinois Compiled Statutes that the Commission believes can be repealed, abolished, or amended to maximize the wealth and productivity of Illinois. Allows for public comment. Requires the Commission, in cooperation with LRB, to oversee the drafting of an omnibus revisory bill reflecting the Commission's recommendations. Repeals the Act on January 1, 2018. Effective immediately.

PROP TX-LEVY REDUCTION

Amends the Property Tax Code. Provides that, beginning in taxable year 2013 and concluding in taxable year 2017, the county clerk shall reduce the property taxes levied by each taxing district to a level that is not greater than that taxing district's levy in the previous taxable year. Provides that the county clerk may increase or decrease the portion of a total tax levy paid by any individual taxpayer, provided that the increase or decrease in the individual taxpayer's tax bill is based solely on a change in the equalized assessed value of the taxpayer's property. Effective immediately.

ELECTIONS-VOTER ID

Amends the Election Code. Requires that a person seeking to vote on election day present a government-issued photo identification card to the election judge (now, required only when voting early). Effective immediately.

EDGE-INCENTIVE PAYMENTS

Amends the Economic Development for a Growing Economy Tax Credit Act. Provides that an applicant who has been awarded a Credit under the Act may, in the applicant's sole discretion, opt to retain taxes withheld under the Illinois Income Tax Act in lieu of an income tax credit. Provides that the amount of withheld taxes retained by the applicant in a taxable year may not exceed the amount of the Credit awarded by the Department of Commerce and Economic Opportunity for that taxable year. Provides that each employee whose taxes were withheld by an employer who retains amounts under this subsection must receive credit for 100% of the taxes withheld from his or her pay. Requires the Department to report annually to the Governor and the General Assembly on the progress of the incentive payment program. Amends the Illinois Income Tax Act to make corresponding changes concerning tax withholding. Effective immediately.

MANUFACTURING JOB CREDIT

Creates the Manufacturing Job Destination Tax Credit Act and amends the Illinois Income Tax Act. Provides for a credit of 25% of the Illinois labor expenditures made by a manufacturing company in order to foster job creation and retention in Illinois. Authorizes the Department of Revenue to award a tax credit to taxpayer-employers who apply for the credit and meet certain Illinois labor expenditure requirements. Sets minimum requirements and procedures for certifying a taxpayer as an "accredited manufacturer" and for awarding the credit. Effective immediately.

PROP TX-SENIOR FREEZE EXEMPT

Amends the Property Tax Code. Provides that, if a person turns 70 years of age or older during the taxable year and he or she qualified for a Senior Citizens Assessment Freeze Homestead Exemption or a Senior Citizens Homestead Exemption in the previous taxable year, then the person qualifying need not reapply for the exemption. Effective immediately.

WRK COMP-PREVIOUS INJURY

Amends the Workers' Compensation Act. Provides that, in computing the compensation to be paid to an employee who, before the accident for which the employee claims compensation, had previously sustained an injury resulting in the payment of compensation for a percentage of partial disability, that percentage of partial disability shall be deducted from any award made for a subsequent injury to the same portion of the body as was involved in the prior injury for which compensation was paid; however, nothing in those provisions permits cumulative awards for compensation for partial disability to exceed 500 weeks, which shall constitute complete loss of use of the body as a whole. Provides that, for purposes of computing compensation in nonfatal cases, injuries to the shoulder shall be considered to be injuries to part of the arm and injuries to the hip shall be considered to be injuries to part of the leg and also provides that those amendatory changes are declarative of existing law and are not new enactments. Effective immediately.
