FOIA-PERSONS IN CUSTODY & INFO

Amends the Freedom of Information Act. Provides that no provision of the Act shall be construed to afford any rights to any person: (i) incarcerated in a State, local, or federal correctional facility; or (ii) in the custody of the Department of Human Services as unfit to stand trial or under the Sexually Violent Persons Commitment Act. Provides that the new provisions shall not be construed to prevent a person from exercising his or her constitutionally-protected rights. Exempts from disclosure under the Act records requested by persons committed to a county jail if those materials are available in the library of the jail. Exempts from inspection and copying information or materials received, generated, or maintained by a State's Attorney or county sheriff as part of the criminal discovery process that the disclosure of which would violate the Supreme Court Rule concerning the disclosure of discovery materials in felony cases. Provides that the exemption applies regardless of whether the case has concluded. Effective immediately.

PROP TX-SENIORS AND DISABLED

Amends the Property Tax Code. Includes disabled persons within the provisions granting an assessment freeze homestead exemption to senior citizens and changes the title of the exemption to the Senior Citizens and Disabled Persons Assessment Freeze Homestead Exemption. Effective immediately.

GA COMPENSATION

Amends the Civil Administrative Code of Illinois and the General Assembly Compensation Act. Provides that the Comptroller may not pay the salaries of any member of the General Assembly unless (i) a budget has been passed by the General Assembly and approved by the Governor and (ii) all State employees are eligible to be paid pursuant to the budget approved by the Governor. Further provides a statement of intent. Effective immediately.

WORKERS COMP-WEEKLY WAGE

Amends the Workers' Compensation Act. Provides for the computation of compensation when there are multiple employers and when there is less than full-time work. Effective immediately.

WORKERS COMP-PUBLIC EMPLOYEE

Provides that the Act may be referred to as the Public Employer and Non-Profit Employer Workers' Compensation Benefit Act. Sets forth findings and purposes. Amends the Workers' Compensation Act in relation to employees of public employers and non-profit employers. Provides that, to obtain compensation under the Act, an employee of a public employer or non-profit employer bears the burden of showing, by a preponderance of the credible evidence, that he or she has sustained accidental injuries arising out of and in the course of the employment and the accidental injuries arising out of and in the course of the employment are the major contributing cause of the medical condition or injury for which compensation is being sought. Provides that accidental injuries are not considered to be arising out of and in the course of employment under specified circumstances; adds provisions regarding certain injuries; provides that an injury, its occupational cause, and any resulting manifestations or disability must be established to a reasonable degree of medical certainty, based on objective relevant medical findings; and adds provisions regarding employees who are traveling or on a break. Provides for a reduction of an award by amounts an injured worker has previously received for prior injuries that resulted in permanency awards.

INC TX-EDUCATOR DEDUCTION

Amends the Illinois Income Tax Act. Creates a deduction for expenses paid or incurred by an eligible educator in connection with certain materials used by the educator in the classroom. Provides that the deduction may not exceed $500 in any taxable year. Provides that the deduction is exempt from the Act's automatic sunset provision. Effective immediately.

WORK COMP TRANSPARENCY

Amends the Workers' Compensation Act. Creates the Workers' Compensation Transparency Task Force. Provides that the Task Force shall collect and review information and data on the effects of the changes in workers' compensation law enacted by the General Assembly and that the purpose of the collection and review of information is to make as transparent as possible all information relating to the medical treatment, legal representation, and benefits paid to injured workers in this State. Repeals the language creating the Task Force on January 1, 2020. Repeals certain requirements relating to reports and promulgation of rules concerning workers' compensation insurance by the Department of Insurance on January 1, 2020. Effective immediately.

INC TX-CAPITAL GAINS CREDIT

Amends the Illinois Income Tax Act. Provides that a taxpayer shall be allowed an income tax credit equal to 50% of the taxpayer's qualified investments in a qualified business during the taxable year. Defines "qualified investments" and "qualified business". Provides that any credit not usable for the taxable year may be carried over for the next 15 succeeding taxable years. Provides that the amount of tax credit available for a calendar year shall be $5,000,000. Effective immediately.

BACKDOOR REFERENDUM-PROHIBIT

Amends the Property Tax Code. Provides that, if a taxing district is authorized by statute to levy a property tax, and if that tax is subject to a backdoor referendum, then, before the taxing district levies the tax for the first time, and before the taxing district increases the rate of tax, the taxing district shall instead submit the tax rate to direct referendum. Amends the School Code and the Public Community College Act to make conforming changes. Effective immediately.

EDUC-SOCIAL NETWORK PASSWORD

Amends the Right to Privacy in the School Setting Act. Provides that an elementary or secondary school must provide notification to the student and his or her parent or guardian that the elementary or secondary school may, upon court order, require a student to provide a password or other related account information in order to gain access to the student's account or profile on a social networking website. Effective immediately.
