Amends the Illinois Public Aid Code. Requires the Department of Human Services to reinstate the work requirements established under the SNAP Employment and Training Program (also known as the Food Stamp Employment and Training Program) for adults without a dependent.

Amends the Firearm Concealed Carry Act. Provides that notwithstanding any other provision of the Act, the fee for a new license or non-resident license shall be waived if the applicant is an honorably discharged member of the Armed Forces of the United States who has been awarded a marksmanship badge. Provides that an honorably discharged member of the Armed Forces of the United States who has been awarded a marksmanship badge shall be exempt from the firearm training requirements of the Act.
Creates the H-1B Visa Fraud and Abuse Prevention Act. Limits the employment of holders of H-1B visas. Provides that an employer may not place, outsource, lease, or otherwise contract the services of a H-1B visa holder with another employer unless the employer of the H-1B visa holder has been granted a waiver by the Department of Labor. Provides that a waiver may be granted if: the employer with whom the H-1B visa holder would be placed has not displaced, and does not intend to displace, a U.S. worker employed by that employer within the period beginning 180 days before and ending 180 days after date of placement of the H-1B visa holder with that employer; the H-1B visa holder will not be controlled and supervised principally by the employer with whom that person is placed; and the placement of the H-1B visa holder is not essentially an arrangement to provide labor for hire for the employer with whom the H-1B visa holder will be placed. Provides that the Department of Labor shall grant or deny a waiver not later than 7 days after the Department receives the application for the waiver.
Amends the Public Water District Act. Provides that general managers of public water districts may be discharged upon a majority vote (currently, unanimous vote) of the board of trustees.
Amends the Property Tax Code. Beginning in taxable year 2015, increases the maximum income limitation under the Senior Citizens Assessment Freeze Homestead Exemption from $55,000 to $75,000 for applicants who have occupied the residence for 5 years or more. Indexes the maximum income limitation to the Consumer Price Index. Effective immediately.
Amends the Criminal Code of 2012. Provides that Airbows are exempt from a violation of the statute concerning unlawful use of weapons.
Amends the Workers' Compensation Act. In provisions concerning judicial review of decisions made by the Illinois Workers' Compensation Commission, provides that a proceeding for review shall be commenced within 35 (rather than 20) days of the receipt of notice of the decision of the Commission.
Amends the School Code. Provides that each parent or guardian of a student in a public educational institution has the right to review learning materials and activities in advance. Provides that each parent or guardian who makes an objection to any learning material or activity on the basis that the material or activity is harmful may withdraw that student from the activity or from the class or program in which the material is used and request an alternative assignment. Authorizes a charter school, under certain circumstances, to require parents and guardians of students to waive these rights as a condition of enrollment. Requires a public educational institution to obtain signed, written consent from a student's parent or guardian before using video, audio, or electronic materials that may be inappropriate for the age of the student. Effective July 1, 2015.
Amends the Illinois Public Aid Code. Requires the Department of Human Services to develop a 2-year pilot program requiring a drug test as a condition of eligibility for Temporary Assistance for Needy Families (TANF) benefits. Provides that the pilot program shall operate in 4 counties as prescribed by the Department; and that persons subject to the drug test shall include: (i) adult applicants and recipients who are suspected of using a controlled substance; and (ii) all mothers who receive TANF benefits. Provides that an individual who tests positive for a controlled substance as a result of a drug test required under the pilot program shall be ineligible to receive TANF benefits for one year after the date of the positive drug test, unless the individual verifies the successful completion of a substance abuse treatment program. Requires the Department to submit an interim report to the Governor and the General Assembly, within 6 months after the effective date of the amendatory Act, on the Department's progress in developing the pilot program and implementing the pilot program. Requires the Department to submit a final report to the Governor and the General Assembly at the completion of the pilot program. Effective immediately.
Amends the Temporary Assistance for Needy Families Article of the Illinois Public Aid Code. Provides that not later than 60 days after the effective date of this amendatory Act, the Department of Human Services shall, by emergency rule, establish a program of substance abuse testing as a condition of eligibility for benefits under the Temporary Assistance for Needy Families (TANF) program. Provides that the Department shall require applicants for TANF benefits to submit to substance abuse testing before a final determination of eligibility. Provides that an applicant shall be ineligible for TANF benefits if (i) the applicant tests positive for substance abuse or (ii) the applicant refuses to submit to substance abuse testing. Provides that if an applicant tests negative for substance abuse and meets all the other eligibility requirements for TANF benefits, the cost of administering the substance abuse test to the applicant shall be deducted from the applicant's first benefits payment.
