SOS-RESERVE VET ID & LICENSE

Amends the Illinois Identification Card Act and the Illinois Vehicle Code. Allows the issuance of an identification card or a driver's license with a veteran designation to a member of the armed forces, including a member of any reserve component or National Guard unit, regardless of whether he or she served on active duty. Defines "reserve duty". Makes conforming changes.

VEH CD-LOCAL HWY RESTRICT AUTH

Amends the Illinois Vehicle Code. Provides that local authorities may by ordinance or resolution prohibit the operation of vehicles or impose restrictions as to the weight of vehicles to be operated upon highways under their jurisdiction, for a total period not to exceed 90 days, measured in either consecutive or nonconsecutive days at the discretion of local authorities, in any one calendar year, when conditions will seriously damage or destroy the highway.

CONCEALED CARRY-TRAINING

Amends the Firearm Concealed Carry Act. Provides that an applicant for a new license shall provide proof of completion of a firearms training course or combination of courses approved by the Department of State Police of at least 8 (rather than 16) hours, which includes range qualification time. Effective immediately.

INTERSCHOLASTIC ATHLETIC ORG

Amends the Department of State Police Law of the Civil Administrative Code of Illinois and the Interscholastic Athletic Organization Act. Requires each applicant seeking licensure or certification by an interscholastic athletic organization to be a game official and each person renewing such licensure or certification on or after the effective date of the amendatory Act to authorize a fingerprint-based criminal history records check to determine whether the person has committed a disqualifying offense. Sets forth the records check procedure. Requires the interscholastic athletic organization to further check the person's information against the Statewide Sex Offender Database and the Statewide Murderer and Violent Offender Against Youth Database. Prohibits an interscholastic athletic organization from licensing or certifying a person as a game official or renewing a game official's license or certificate if that person has not undergone a criminal history records check or has committed an offense requiring the person to register as a sex offender under the Sex Offender Registration Act or as a violent offender against youth under the Murderer and Violent Offender Against Youth Registration Act. Effective immediately.

VEH CD-LENGTH AND SIZE REQ

Amends the Illinois Vehicle Code. Provides that the maximum length of a truck tractor in combination with a semitrailer may not exceed 65 feet (rather than 55 feet) overall dimension on all non-State highways. Removes the requirement that truck tractor-semitrailer combinations must have no more than a maximum 55 feet overall wheel base on Class III roadways and other non-designated State highways. Provides that the distance between the kingpin and the axle of a semitrailer longer than 48 feet, in combination with a truck tractor, may not exceed 42 feet 6 inches, unless the trailer or semitrailer is used for the transport of livestock.

CRIM CD-CHILD SEX OFFENDER

Amends the Criminal Code of 2012. Provides that it is a Class 4 felony for a child sex offender to knowingly reside within 500 feet of a foster family home. Provides that nothing in this provision prohibits a child sex offender from residing within 500 feet of a foster family home if the property is owned by the child sex offender and was purchased before the effective date of the amendatory Act. Provides that it is a Class 4 felony for a child sex offender to knowingly operate, manage, be employed by, volunteer at, be associated with, or knowingly be present at any foster family home. Provides an exemption for a child sex offender who owns the real property upon which the foster family home is located, provided the child sex offender refrains from being present on the premises for the hours during which the foster family home is operated. Defines "foster family home".

LIQUOR & GAMING-UNDERAGE

Amends the Liquor Control Act of 1934. Provides that a licensee may bring a civil action against a person under the age of 21 who (1) procures or attempts to procure alcoholic liquor from the licensee or (2) possesses or consumes alcoholic liquor on the licensee's premises. Provides that the court shall award the licensee damages in the amount of $1,000 plus the costs of the action, including reasonable attorney fees. Provides that a licensee may bring a civil action against the person under the age of 21 regardless of whether that person has been convicted of, or received a citation for, engaging in that conduct, but the licensee has the burden of proving, by a preponderance of the evidence, that the person engaged in that conduct. Authorizes the licensee to bring the action against the parent or guardian of a person under the age of 18 who is not an emancipated minor. Requires a licensee to provide notice of the licensee's intent to bring the civil action to the person under the age of 21 or the person's parent or guardian, if applicable. Amends the Video Gaming Act. Provides that a licensee may bring a civil action against a person under the age of 21 who uses or plays or attempts to use or play a video gaming terminal on the licensee's premises. Contains similar provisions concerning damages, the burden of proof, civil actions against a parent of a person under the age of 18, and notice.

PROP TX-SURVIVING SPOUSE

Amends the Property Tax Code. Provides that, for the 2015 taxable year and thereafter, the exemption for veterans with disabilities carries over to the surviving spouse of a veteran who was killed in the line of duty in the current taxable year or any preceding taxable year. Provides that, for the 2016 taxable year and thereafter, the exemption for veterans with disabilities carries over to the surviving spouse of a veteran who did not obtain the exemption before death, but who would have qualified for the exemption in the current taxable year if he or she had survived. Effective immediately.

VEH CD-EMERGENCY VEH LIGHTS ID

Amends the Illinois Vehicle Code. Provides that only a person authorized to possess or be in actual physical control of oscillating, rotating, or flashing lights or other indicia of an emergency vehicle may purchase oscillating, rotating, or flashing lights for an emergency vehicle. Requires the purchaser of oscillating, rotating, or flashing lights for an emergency vehicle to provide identification proving his or her status as a law enforcement officer, ambulance technician or driver, firefighter, any other person authorized to possess emergency vehicle lights, or a person authorized to purchase on behalf of any person or entity authorized to possess emergency vehicle lights. Makes a conforming change.
