Amends the Illinois Vehicle Code. Provides that a vehicle or combination of vehicles that uses natural gas or propane gas as a motor fuel may exceed its gross weight limitation by 2,000 pounds on any road except for highways or structures with posted weight limits (previously, no exceeded weights permitted on interstate highways).

Amends the Liquefied Petroleum Gas Regulation Act. Provides that all liquefied petroleum gas containers and their pipings, fittings, connections, and other applicable accessories shall be inspected no less than once every 2 years. Provides that the Office of the State Fire Marshal shall adopt rules to implement the new provisions.
Amends the Fire Protection District Act. Adds a new Section regarding a fire chief's authority to determine and enforce provisions of the Fire Investigation Act. Provides that a fire chief has authority to enforce the provisions of any rules adopted and promulgated by the State Fire Marshal under the provisions of the Fire Investigation Act or to carry out the duties imposed on local officers under the Fire Investigation Act. Provides that the fire chief shall order removal or remedy of dangerous conditions including that the fire chief may order that the property be vacated until an inspection occurs and the dangerous condition is no longer present. Provides notice requirements and procedures for dangerous conditions. Provides for enforcement of the fire chief's order in the circuit court by the State's Attorney. Effective immediately.
Amends the Illinois Income Tax Act. Creates an income tax checkoff to allow taxpayers to make contributions to Special Olympics Illinois and Special Children's Charities. Effective immediately.
Creates the Phlebotomy Certification Act. Provides for the certification of phlebotomists by the Department of Financial and Professional Regulation. Sets forth powers and duties of the Department, grounds for discipline, civil and criminal penalties for violation of the Act, and administrative procedure. Amends the Regulatory Sunset Act to set a repeal date of January 1, 2027 for the new Act.
Amends the Criminal Code of 2012. Provides that the waiting period before a firearm may be delivered to the transferee after application for its purchase has been made does not apply to the non-retail sales of firearms. Effective immediately.
Amends the Illinois Motor Vehicle Theft Prevention Act. Extends the date of repeal of the Act from January 1, 2016 to January 1, 2020.
Amends the Medical Assistance Article of the Illinois Public Aid Code. Requires the Department of Healthcare and Family Services to develop and implement an algorithm that is based on quality scores and other operational proficiency criteria developed, defined, and adopted by the Department, by rule, to automatically assign Medicaid enrollees served under the Family Health Plan and the Integrated Care Program and those Medicaid enrollees eligible for medical assistance pursuant to the Patient Protection and Affordable Care Act into managed care entities, including Accountable Care Entities, Care Coordination Entities, Children with Special Needs Care Coordination Entities, Managed Care Community Networks, and Managed Care Organizations. Provides that the algorithm developed and implemented shall favor assignment into managed care entities with the highest quality scores and levels of compliance with the operational proficiency criteria established.
Amends the Firearm Concealed Carry Act. Provides that the provision that the Department of State Police may suspend a license for up to 6 months for a second violation for carrying a concealed firearm while under the influence of alcohol, other drug or drugs, intoxicating compound or combination of compounds, or any combination thereof, or for carrying a firearm into a prohibited place only applies if the second violation was committed within 18 months of the preceding violation. Effective immediately.
Amends the Nursing Home Care Act. Provides that upon application by a facility, the Director of Public Health may grant or renew a waiver of certain staffing requirements for registered nurses, considering specified criteria, if the facility demonstrates to the Director's satisfaction that the facility is unable, despite diligent efforts, including offering wages at a competitive rate for registered nurses in the community, to employ the required number of registered nurses. Provides that the Director may not grant or renew such waivers for certain minimum nurse staffing requirements contained in federal regulations to facilities that are Medicare-certified or both Medicare-certified and Medicaid-certified. Provides that these waivers shall be reviewed quarterly by the Department of Public Health, including requiring a demonstration by the facility that it has continued to make diligent efforts to employ the required number of registered nurses, and shall be revoked for noncompliance with certain requirements. Effective immediately.
