HEROIN ADDICTION AWARENESS DAY

Encourages the Illinois Department of Human Services to address heroin addiction and implement evidence-based practices for medication-assisted treatment services. Designates November 4, 2017 as Heroin Addiction Awareness Day in the State of Illinois.

VEH CD-FIRE APPARATUS EXEMPT

Amends the Illinois Vehicle Code. Provides that the provisions governing size, weight, and load do not apply to fire apparatus used for demonstration purposes and not owned or operated by a governmental body.

DEER HUNTING - RIFLES

Amends the Wildlife Code. Provides that the Department of Natural Resources shall authorize by rule the use of a rifle for deer hunting for the second and third deer hunting seasons. Provides that the rules shall only authorize the use of .24 caliber or larger cartridges with at least 500 foot pounds of energy at the muzzle and shall prohibit the use of any rifle capable of holding more than 5 shells in the magazine and chamber, combined.

TOWING OF COMMERCIAL VEHICLES

Amends the Illinois Vehicle Code. Prohibits a towing service from performing a removal of a commercial motor vehicle under that vehicle's own power without the authorization of a law enforcement officer. Effective July 1, 2016.

RIGHT TO TRY ACT

Creates the Right to Try Act. Provides that an eligible patient with a terminal illness who has considered all other treatment options approved by the United States Food and Drug Administration may acquire from a manufacturer an investigational drug, biological product, or device that has successfully completed Phase 1 of a clinical trial, but has not been approved for general use by the United States Food and Drug Administration. Provides that a manufacturer may, but is not required to, provide an investigational drug, biological product, or device to an eligible patient, either with or without receiving compensation. Provides that an accident and health insurer may, but is not required to, provide coverage for an eligible patient seeking such a drug, product, or device. Provides that an entity responsible for Medicare certification may not take action against a health care provider's Medicare certification based solely on the health care provider's recommendation that a patient have access to an investigational drug, biological product, or device. Defines required terms. Amends the Medical Practice Act of 1987. Provides that the Department of Financial and Professional Regulation may not revoke, suspend, place on probation, reprimand, refuse to issue or renew, or take any other disciplinary or non-disciplinary action against the license or permit of a physician to practice medicine based solely on the physician's recommendation to an eligible patient regarding, or prescription for, or treatment with an investigational drug, biological product, or device. Amends the Illinois Health Statistics Act. Requires the Department of Public Health to adopt rules for the collection certain types of data from patients under the Right to Try Act.

DHS-INVOLUNTARY TREATMENT

Amends the Alcoholism and Other Drug Abuse and Dependency Act. Provides that a person 18 years of age or older may be subject to involuntary alcohol or substance abuse treatment by court order. Provides that no person shall be ordered to undergo involuntary alcohol or substance abuse treatment unless that person (i) suffers from alcohol or other substance abuse; (ii) presents an imminent threat of danger to self, family, or others as a result of alcohol or other substance abuse, or there exists a substantial likelihood of such a threat in the near future; and (iii) can reasonably benefit from treatment. Contains provisions concerning the rights of persons subject to involuntary treatment; forms; jurisdiction; petition requirements; court and medical examinations; emergency hospitalization; the consequences of failing to attend examinations; summons; hospitals and treatment facilities; and defined terms.

SEXUAL ASSAULT DNA TESTING

Amends the Sexual Assault Evidence Submission Act. Provides that when a consistent DNA profile has been identified from submitted sexual assault evidence, the Department of State Police shall notify the investigating law enforcement agency of the match, and the Department shall track and maintain a record of its notification of, and the follow up by, the investigating law enforcement agency. Provides that the record maintained by the Department shall also document any written request, from the Department to the investigating law enforcement agency, seeking the submission of an additional DNA standard for a comparison analysis or confirmatory forensic analysis, and whether the investigating law enforcement agency has complied with those requests. Provides that if, after 60 days, the investigating law enforcement agency fails to comply with any request for an additional DNA standard, then the Department shall send a second written request to both the investigating law enforcement agency and the county Sheriff of the county where the agency is located. Provides that the Department shall maintain a record of the percentage of cases in which an additional DNA standard is submitted by the investigating law enforcement agency for a comparison analysis or confirmatory forensic analysis. Provides that, beginning June 1, 2016, each law enforcement agency must conduct an annual inventory of all sexual assault cases in the custody of the law enforcement agency and provide written notice of its annual findings to the Department. Provides that the Department shall compile and report the findings of each inventory under the Act. Requires the Department of State Police to file annual and quarterly reports regarding sexual assault evidence submissions. Effective immediately.

PARK/NAT PRESERVE FEE-VETERANS

Amends the State Parks Act and the Illinois Natural Areas Preservation Act. Provides that veterans shall not be charged fees for rentals of pavilions or other meeting places or structures in a nature preserve or a State park.
