Amends the Alternate Fuels Act. Provides that, beginning July 1, 2008 and through June 30, 2013, the Secretary of State must notify each owner of a licensed motor vehicle that many motor vehicles are capable of using E85 blended fuel. Sets forth requirements for this notice. Effective immediately.

Amends the Illinois Vehicle Code. Provides that the Secretary of State shall, at no additional charge, issue special license plates or decals that identify the owner of the vehicle as a person with diabetes. Establishes requirements that must be met for issuance of the plates. Provides that, if a person is issued special license plates for a person with diabetes, he or she shall not be issued special decals. Provides that the special plates or decals issued under this provision do not entitle the person to special parking privileges.
Amends the Downstate Teachers Article of the Illinois Pension Code. Provides that, when assessing payment for any amount due for salary increases in excess of 6%, the System shall exclude salary increases as a result of accepting school-sponsored, extra-curricular assignments. Effective immediately.
Resolves that the Board of Higher Education establish a task force to study issues related to dual credit, which task force shall report its findings to the General Assembly on or before December 1, 2009.
Amends the General Obligation Bond Act. Increases the authorization for school construction bonds by $148,518,304. Effective July 1, 2007.
Amends the Property Tax Code and School Code. Provides a notice form that must be used by school districts (other than Chicago) proposing a tax increase (now, all taxing districts use the same form). Excludes from the definition of "aggregate extension" a special purpose extension made for mandate shortfall relief under the School Code. Changes the definition of "debt service extension base" for school districts (other than Chicago). Requires a school district's annual financial statement to include a report showing the receipts and disbursements for special educational and transportation purposes. Provides that any shortfall in those funds permits the school board to levy (i) a mandate shortfall relief tax for special education mandates and (ii) a mandate shortfall relief tax for transportation mandates. Effective immediately.
Amends the Illinois Vehicle Code. Provides that, if a driver of a motor vehicle has committed a previous offense of driving under the influence of alcohol, drugs, or intoxicating compounds, he or she is in violation of the DUI provision if his or her blood alcohol concentration is 0.06 (rather than 0.08) or higher. Provides that if a person has 2 previous DUI violations, he or she commits the offense if his or her blood alcohol concentration is 0.05 or higher. Provides that the legal blood alcohol concentration for a person with 3 or more DUI violations is under 0.04.
Amends the School Code. In provisions requiring certain contracts to be awarded by competitive bid, provides that the acceptance of bids sealed by a bidder and the opening of these bids at a public bid opening must be permitted by an electronic process for communicating, accepting, and opening competitive bids; requires certain safeguards. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Downstate Teacher Article of the Illinois Pension Code. Makes technical changes in a Section concerning contributions by the State and other employing units.
Amends the Wildlife Code. Provides that, if a person is currently serving on active-duty in the U.S. Armed Forces or Reserves and has a valid Firearm Owner's Identification Card, or the equivalent from another state, then there is no fee for a hunting license. Requires verification of active-duty service.
