SCH CD-CONVERT/FORM DISTRICTS

Amends the School Code. Makes changes in the Conversion and Formation of School Districts Article with respect to voting on a bond issuance, information in the petition filing notice, the presentation of evidence at a hearing, approval or denial of an amended petition, supplementary State aid reimbursement after the deactivation of a school facility or following formation of a new unit district, and references to a school district conversion. Makes changes to the State aid formula provisions concerning the calculation of local property tax revenues per pupil for partial elementary unit districts. Makes changes concerning free transportation for pupils in optional elementary unit districts, combined high school - unit districts, and newly created elementary or high school districts resulting from a high school - unit conversion, a unit to dual conversion, or a multi-unit conversion and the calculation of State reimbursement for transportation costs for optional elementary unit districts and combined high school - unit districts. Makes technical changes. Effective July 1, 2007.

BONDS-SCHOOL CONSTRUCTION

Amends the General Obligation Bond Act. Increases the authorization for school construction bonds by $148,518,304. Effective July 1, 2008.

BUDGET IMPLEMENTATION-EDUC

Creates the FY2008 Budget Implementation (Education) Act. Provides that the purpose of the Act is to make changes in State programs that are necessary to implement the Governor's FY2008 budget recommendations concerning education. Amends the State Finance Act and the School Code. Makes changes concerning the SBE Federal Department of Education Fund, the SBE Federal Agency Services Fund, the SBE Federal Department of Agriculture Fund, and the State Board of Education Special Purpose Trust Fund; transfers among line item appropriations; targeted intervention strategies; grants to non-public schools under the School Safety and Educational Improvement Block Grant Program; the creation of a new superintendent mentoring program, a Rural Learning Initiative, an enhanced teacher compensation system, a severely overcrowded schools grant program, and the Salary Incentive Program for Hard-to-Staff Schools; the School Technology Revolving Loan Program; transitional assistance payments; a Lincoln's Challenge Academy study; the conversion and formation of school districts; reporting on contracts; incentives for district reorganization and annexation; reimbursement for special education personnel; and the State aid formula (the foundation level of support and the minimum supplemental general State aid grant amount). Effective immediately.

PRIVATE SEWAGE-OFF LOT SYSTEMS

Amends the Private Sewage Disposal Licensing Act. Defines "Off-Lot Discharging Private Sewage Disposal System". Provides that every owner of an off-lot discharging private sewage disposal system must file a "Notice of Intent" with the Department of Public Health to allow coverage of the system under the blanket National Pollutant Discharge Elimination System (NPDES) permit of the State. Effective immediately.

PEN CD-IMRF-SCHOOL BUS DRIVERS

Amends the Illinois Municipal Retirement Fund Article of the Illinois Pension Code. Allows an annuitant to accept employment as a school bus driver without impairing retirement status. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Provides that a school district must not be certified by the State Board of Education to be in financial difficulty as a result of the failure of the Comptroller to disburse certain School Code reimbursements for receipt by the school district no later than June 30th of each year. Effective July 1, 2008.

SCH CD-FIN DIF-ST AID PAYMENTS

Amends the School Code. Provides that a school district must not be certified by the State Board of Education to be in financial difficulty as a result of the failure of the Comptroller to disburse certain School Code reimbursements for receipt by the school district no later than June 30th of each year. Provides that if moneys are available in the Common School Fund for State aid payments, then, as soon as may be after the 10th and 20th days of each of the months of July (instead of August) through the following June (instead of July), the State Comptroller shall draw his or her warrants upon the State Treasurer. Effective July 1, 2007.

VEHICLE CD-INSURANCE

Amends the Illinois Vehicle Code. Provides that, in addition to any other fine or penalty, a law enforcement official may impound the motor vehicle of any person operating that vehicle without insurance. Requires the Secretary of State to establish and maintain a database of all motor vehicles determined by the Secretary to be uninsured and requires that this database be available to federal, state, and local law-enforcement agencies.

$SUPP-CDB-SCH CONSTRUCTION

Makes a supplemental appropriation of $150,000,000 from the School Construction Fund to the Capital Development Board for grants to school districts for school construction projects authorized by the School Construction Law. Effective immediately.
