Amends the School Code. Provides that an individual who meets the requirements of a part-time provisional teaching certificate for vocational courses is eligible to receive a provisional vocational teacher aide certificate.

Amends the Water Authorities Act. Makes a technical change to a Section concerning the short title of the Act.
Creates the Alternative Motor Fuel Supply Act. Provides that any provision of a franchise which prohibits a dealer engaged in the retail sale of motor fuels from purchasing or selling alternative motor fuels from a person or firm other than the distributor, or limits the quantity of such motor fuel to be purchased from such other person or firm, or any provision of a franchise which directly or indirectly discourages a dealer from purchasing or selling such alternative motor fuels from such other person or firm, is null and void as it pertains to that particular alternative motor fuel if the distributor does not supply or offer to supply to the dealer such alternative motor fuel, but this does not grant to any dealer any rights, authority, or obligation with respect to the permissible uses of the premises or facilities owned, leased, or controlled by a distributor pursuant to the terms of the franchise. Contains provisions regarding violations and application. Effective immediately.
Amends the Election Code. Requires that general and consolidated election ballots include "None of the above" after the candidates listed for each office. Requires that votes cast for "None of the above" shall be counted and reported but shall not affect an election's outcome. Requires that the State Board of Elections adopt implementing rules.
Amends the Property Tax Extension Limitation Law in the Property Tax Code. Provides that the aggregate extension of the school district does not include any extension made: (i) for fire prevention and safety purposes under the School Code; and (ii) to pay the principle and interest on fire prevention and safety bonds issued under the School Code or on bonds issued to refund any fire prevention and safety bonds. Effective immediately.
Amends the Illinois Vehicle Code. Provides that any person who drives a vehicle on the highways of this State is deemed to have given consent to having his or her saliva (as well as his or her breath, blood, or urine) tested for the presence of drugs, intoxicating compounds, or alcohol. Provides for statutory summary suspension of the person's driving privileges if he or she refuses the testing or if his or her saliva reveals an alcohol concentration of 0.08 or more or the presence of drugs or intoxicating compounds in any amount.
Amends the School Code. In a Section concerning tuition for non-resident pupils, provides that for those school districts receiving pupils from a deactivated school facility, the audited tuition rate calculated for the receiving school district shall include the tuition revenue received from the sending school district. In a Section concerning deactivation of a school facility, provides that the sending school district shall pay to the receiving school district an amount equal to the audited tuition rate of the receiving district (instead of an amount agreed upon by the 2 districts).
Appropriates $820,000 from the General Revenue Fund to the State Board of Education for a $200 grant to every public school in this State to be used for the purpose of purchasing an information system to allow schools to handle test data to best meet their needs and make better decisions for student achievement. Effective July 1, 2008.
Amends the State Universities Article of the Illinois Pension Code. Provides that, if the final rate of earnings of an employee is $30,000 or below and the employee is not receiving benefits under any other Article of the Code, then any salary increase in excess of 6% for any academic year used to determine the final rate of earnings under the Article over his or her earnings with the same employer for the previous academic year is exempt from provisions requiring the participant's employer to pay the present value of the increase in benefits resulting from the portion of the increase in earnings that is in excess of 6%. Effective immediately.
Amends the School Code. Makes a technical change in a Section concerning the length of a school term.
