Amends the Wildlife Code. Provides that, if a person is currently serving on active-duty in the U.S. Armed Forces or Reserves and has a valid Firearm Owner's Identification Card, or the equivalent from another state, then there is no fee for a hunting license. Requires verification of active-duty service.

Amends the State Finance Act. Requires that each July 31 the Governor must report to the General Assembly and the public upon the fiscal impact of all executive orders issued or signed during the previous fiscal year. Specifies the items that must be included for each executive order to reflect the cost of implementing, administering, and enforcing the order and the percentage of those costs borne by current and future appropriations. Effective immediately.
Amends the Criminal Code of 1961. Provides that it is a Class 4 felony for a child sex offender to knowingly operate, manage, be employed by, volunteer at, or be associated with any carnival, circus, street fair, or public festival when persons under the age of 18 are present.
