Amends the Energy Assistance Act. Provides that if a recipient of energy assistance ceases to receive winter energy service from an energy provider before the end of the winter for which that energy assistance is provided, the energy provider shall credit the remaining unused balance of that recipient's energy assistance to the Local Administering Agency (LAA). Provides that the LAA shall hold those moneys in escrow until the recipient resumes receipt of winter energy service. Provides that when the recipient resumes receipt of winter energy service, the LAA shall ensure that the escrowed moneys are credited to the recipient's new winter energy service account for the remainder of that winter. Provides that the LAA may transfer the escrowed moneys to a different LAA if the recipient establishes an account for the supply of winter energy service in an area under the jurisdiction of a different LAA, and in that case the new LAA shall pay the moneys to the energy provider supplying winter energy service to the recipient. Provides that if the recipient does not establish another account for the supply of winter energy service during that winter, the original LAA may use the escrowed moneys to make energy assistance grants for the following winter.

Amends the Economic Development for a Growing Economy Tax Credit Act. Provides that an applicant who has been awarded a Credit under the Act may, in the applicant's sole discretion, opt to retain taxes withheld under the Illinois Income Tax Act in lieu of an income tax credit. Provides that the amount of withheld taxes retained by the applicant in a taxable year may not exceed the amount of the Credit awarded by the Department of Commerce and Economic Opportunity for that taxable year. Provides that each employee whose taxes were withheld by an employer who retains amounts under this subsection must receive credit for 100% of the taxes withheld from his or her pay. Requires the Department to report annually to the Governor and the General Assembly on the progress of the incentive payment program. Amends the Illinois Income Tax Act to make corresponding changes concerning tax withholding. Effective immediately.
Amends the School Code. Makes a technical change in a Section concerning State goals and assessment.
Amends the Legislative Commission Reorganization Act of 1984. Creates the Joint Committee on Capital Improvements (JCCI) as a legislative support services agency consisting of 12 General Assembly members appointed by the legislative leaders. Requires JCCI to develop 5-year plans for the State's capital improvements needs. Authorizes the General Assembly by joint resolution to approve a 5-year capital plan. Requires JCCI to analyze State budgets and legislation proposing capital improvements with respect to construction costs and post-construction operating costs and to determine the projects' compliance with the capital plan. Requires JCCI to advise the appropriations and revenue committees of the General Assembly with respect to such analysis. Requires JCCI to monitor construction projects, post-construction project implementation, and repair and maintenance costs and authorizes JCCI to prohibit further spending when it determines any non-compliance with the capital plan threatens the public health, safety, and welfare. Provides that the JCCI's authority does not extend to capital projects funded primarily with revenues from motor fuel taxes.
Amends the Illinois Public Aid Code. In connection with the medical assistance program, provides that on and after July 1, 2008, the minimum inpatient per diem rate to be paid to a hospital for psychiatric services shall be no less than the highest per diem base rate established by the Department of Healthcare and Family Services for any hospital that newly qualifies to deliver psychiatric inpatient services on or after December 31, 2006. Effective immediately.
Amends the Shaken Baby Prevention Act. Makes a technical change in a Section concerning the short title.

Amends the Environmental Protection Act. Makes a technical change in a Section concerning the short title.
Requires the Director of Corrections, on behalf of the State of Illinois and the Department of Corrections, to convey by, quit claim deed, all right, title, and interest of the State of Illinois and the Department of Corrections in and to certain real estate to the City of Grayville. Effective immediately.
Amends the School Code. Provides that if, during any school day, a school district closes a school building that poses a hazardous threat to the health and safety of pupils prior to providing the minimum hours of instruction required for a full day of attendance, then that day may be counted as a full day of attendance. Makes related changes. Effective July 1, 2008.
