Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, and the Voluntary Health Services Plans Act to provide coverage for habilitative services, including, but not limited to occupational therapy, physical therapy, and speech therapy for children under the age of 19 with congenital or genetic defects existing at or from birth or with a defect acquired at a young age. Amends the State Mandates Act to require implementation without reimbursement.

Amends the Meat and Poultry Inspection Act. Makes a technical change in a Section concerning medical certificates.
Amends the Criminal Code of 1961. Creates the offense of heinous battery of an unborn child. Defines the offense as intentionally or knowingly without medical legal justification extracting by cutting, severing, mutilating, or otherwise causing by force the unnatural expulsion of an independently viable fetus from the uterus of another living human being. Provides that the penalty is a Class X felony for which a person shall be sentenced to a term of imprisonment of not less than 6 years and not more than 45 years. Exempts from this offense acts that cause bodily harm to an unborn child if those acts were committed during any abortion to which the pregnant woman has consented and acts that were committed pursuant to usual and customary standards of medical practice during diagnostic testing or therapeutic treatment.
Amends the Property Tax Code, the Mobile Home Local Services Tax Enforcement Act, the Liquor Control Act of 1934, the Safety Deposit License Act, the Business Corporation Act of 1983, the Professional Service Corporation Act, the General Not For Profit Corporation Act of 1986, the Limited Liability Company Act, the Assumed Business Name Act, and the Home Repair and Remodeling Act. Provides that, beginning July 1, 2008, certificates of registration of assumed business names shall be filed with the Secretary of State, rather than with county clerks. Provides that county clerks shall accept certificates of registration of assumed business names, supplementary certificates, and proofs of publication for filing through June 30, 2008 and shall submit all certificates of registration of assumed business names, supplementary certificates, proofs of publication, indices, and other records concerning assumed business names to the Secretary of State in accordance with rules adopted by the Secretary of State. Provides that, beginning July 1, 2008, an assumed business name or the name of a corporation or limited liability company shall be distinguishable from any other assumed business name or the name of any other corporation or limited liability company adopted, reserved, or registered in accordance with specified laws. Does not prohibit the use of a name that was adopted, reserved, or registered before July 1, 2008 in accordance with the law in effect when it was adopted, reserved, or registered. Makes other changes. Effective July 1, 2007, except that certain provisions take effect July 1, 2008.
Amends the Stem Cell Research and Human Cloning Prohibition Act. Changes the short title to the Adult Stem Cell Research and Human Cloning Prohibition Act. Makes changes to the stated policy in the Act. Changes the stated purposes of the Institute grant program. Changes the definition of "clone or attempt to clone a human being" to mean human asexual reproduction, accomplished by introducing the genetic material from one or more human somatic cells into a fertilized or unfertilized oocyte whose nuclear material has been removed or inactivated, so as to produce an organism, at any stage of development with a human or predominately human genetic constitution, a process commonly known as somatic cell nuclear transfer. Provides that no person may conduct research involving the derivation and use of human embryos, human embryonic stem cells, or human embryonic germ cells. Makes other changes. Effective January 1, 2009.
Creates a Workers' Compensation Reform Task Force.
Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that monuments and monument components purchased by nonprofit and veterans organizations for the purpose of honoring military veterans are exempt from taxation under the Acts. Limits the exemption to purchases from one retailer per monument or monument component.
Amends the State Finance Act. Provides that certain payments for medical, pharmaceutical, and child care services may be paid out of appropriations for those purposes for a fiscal year if the services were rendered in that fiscal year (now, without regard to the fiscal year in which rendered). Allows payment during a 3-month lapse period after the end of the fiscal year. Effective July 1, 2009.
Amends the Meat and Poultry Inspection Act. Makes a technical change in a Section concerning definitions.
Amends the Election Code. Requires that a person seeking to vote in person on election day present a government-issued photo identification to the election judge. Requires each election authority to issue a photo identification card to each registered voter in its jurisdiction who cannot afford to obtain another government-issued photo identification. Makes failure to present a government-issued photo identification one of the reasons a person may vote a provisional ballot.
