Amends the Illinois Municipal Code. Provides that municipalities having bonded debt in the amount of $5,000,000 or more and municipalities with a population of 200 or more that have bonded debt in any amount or that own or operate a public utility (instead of all municipalities that have bonded debt or that own or operate a public utility) shall be audited annually. Effective immediately.

Designates the portion of U.S. Route 50, extending east between Salem and the Indiana border at Vincennes, as the George Rogers Clark Memorial Highway.
Amends the Private Sewage Disposal Licensing Act. Makes a technical change to a Section concerning the short title.
Amends the State Finance Act. Exempts the Underground Storage Tank Fund from the Act's administrative charge-back provisions. Effective immediately.
Amends the Illinois Income Tax Act. Increases the amount of the earned income tax credit from 5% of the federal credit to: (i) 7.5% of the federal tax credit for taxable years ending in calendar year 2007; and (ii) 10% of the federal tax credit for taxable years ending in calendar year 2008 or thereafter. Effective immediately.
In addition to all other amounts appropriated for this purpose, appropriates $500,000 from the General Revenue Fund to the State Board of Education for the Jobs for Illinois Graduates Program. Effective July 1, 2008.
Amends the Criminal Code of 1961. Provides that it is a Class 4 felony for a child sex offender to knowingly deliver or distribute newspapers or shopping news to a home or residence. Provides that the provision shall not be construed to prohibit a child sex offender from being employed by a newspaper or shopping news service if that employment does not include home delivery of such newspaper or shopping news.
Urges the Governor to release moneys that were appropriated to Soil and Water Conservation Districts in the State.
Urges the United States Congress to continue to uphold the constitutional requirement that only natural born citizens are qualified to run for President of the United States.
Amends the Charter Schools Law of the School Code. Under specified circumstances, allows for a maximum of 5 additional charter schools exclusively for truants or dropouts in Chicago if the limit on the number of charter schools that may operate at any one time in the rest of the State has not been reached. Provides that if any of the additional charter schools are not used exclusively for truants or dropouts, then the State Board of Education shall withhold and the charter school shall forfeit all State funding designated for that school.
