Amends the Property Tax Code. Deletes the requirement that certain fraternal organizations that receive an assessment freeze must submit an annual application. Effective immediately.
Amends the Illinois Vehicle Code. Provides that a county or municipality may not use an automated traffic law enforcement system as a basis for charging a person facing a steady red light with a traffic violation for turning right, or for turning left from a one-way street onto another one-way street, regardless of whether or not the turn is otherwise permitted under the Code. Denies home rule powers. Provides that additional designated counties may also establish a system. Provides that recorded images made by an automated traffic law enforcement system may be obtained under the Freedom of Information Act, and makes a corresponding change in that Act.
Amends the Illinois Income Tax Act. Creates a tax credit for individual taxpayers who were members in good standing of a volunteer fire department for at least 6 months during the taxable year. Provides that the amount of the credit is $1,000. Provides that the credit may not be carried forward or back and may not reduce the taxpayer's liability to less than zero. Exempts the credit from the Act's sunset requirements. Effective immediately.
Amends the State Commemorative Dates Act. Designates February 5 of each year as Adlai Stevenson Day to honor and remember the public service of Adlai Stevenson II.
Amends the Election Code. Makes a technical change in a Section concerning the continuation of prior laws.
Urges all State, local, and county officials to adopt the Starcom 21 system for interoperable communications to ensure expedient communication and action in the event of a disaster.
Amends the Property Tax Code. Makes a technical change in a Section concerning the short title of the Code.
Amends the Downstate Police, Downstate Firefighter, Chicago Police, Chicago Firefighter, Illinois Municipal Retirement Fund, and State Employee Articles of the Illinois Pension Fund. Allows an annuitant to re-enter service for a total of 2 years to fill positions vacated because persons are serving on active duty in the military, naval, or air forces of the State or federal government without impairing his or her pension benefits. In provisions amending the State Employee Article, exempts the changes from provisions concerning new benefit increases. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Criminal Code of 1961. Provides that a person commits disorderly conduct when he or she knowingly possesses while on, brings onto, or causes to be brought onto school property, property in which a school sponsored activity or event is being conducted, or property in which any activity or event that bears a reasonable relationship to school is being conducted, any facsimile firearm. Defines "facsimile firearm" as any replica, toy, starter pistol, or other object that bears a reasonable resemblance or that reasonably can be perceived to be an actual firearm. Provides that a violation by a person under 13 years of age at the time of the commission of the offense is a petty offense. Provides that a second or subsequent violation by a person under 13 years of age at the time of the commission of the offense is a Class A misdemeanor.
