Amends the Illinois Insurance Code. Make a technical change in Section involving the application of the Article involving Public Insurance Adjusters.

Amends the State Treasurer Act. Requires that the Office of the State Treasurer by rule develop, implement, and administer a program of low-interest loans to post-secondary educational institutions to assist with the cost of installing fire sprinklers in student dormitories. Requires that the loans be funded through a revolving fund consisting of transferred or appropriated moneys, interest on the fund, and loan repayments. Amends the State Finance Act to establish the necessary special fund in the State treasury.
Amends the Code of Civil Procedure in relation to class actions. Adds additional requirements concerning: prerequisites to the maintenance of a class action (including provisions that a class action may be certified only if: the plurality of the class members are residents of Illinois or if the plurality of the class members were physically in Illinois when the cause of action arose; and a class action is superior to other available methods for the fair and efficient adjudication of the controversy); where a class action may be brought; preliminary determinations to be made by the court; notice to the class; coupon and other noncash settlements; loss by class members under a proposed settlement; and attorney's fees.
Amends the Illinois Vehicle Code. Provides that a court may order a defendant to pay restitution to persons who suffered personal injury or property damage as a result of misdemeanors and felonies committed in violation of the Code. Contains provisions regarding the amount of restitution, plea agreements, applying the balance of the cash bond to the payment of restitution, the manner of payment of restitution, sentence modification or revocation, civil actions, liens, discharge, interest, and other matters.
Amends the State Property Control Act. With respect to the transfer of books, serial publications, and other library materials to which the Act's transfer procedures do not apply, (i) adds those items that have been withdrawn from the transferring agency's library collection through a regular collection evaluation process and (ii) adds non-profit agencies, whether located in or outside Illinois, to the list of entities to which such items may be transferred. Authorizes an agency with withdrawn books, serial publications, or other library materials to sell those items to the public at library book sales or to book dealers or to offer those items through exchange to book dealers or to organizations. Provides that revenues generated from such sales shall be retained by the agency and used for the purchase of library materials.
