Amends the Election Code. Provides that the State Board of Elections shall not accept for filing any petition for nomination for State Senator or Representative if the petition contains less than 10% of the number of signatures required by the Code. Effective immediately.
Amends the Illinois Public Aid Code. In provisions concerning Medicaid rates for nursing homes, provides that for facilities licensed by the Department of Public Health under the Nursing Home Care Act as skilled nursing facilities or intermediate care facilities, the support component of the rates taking effect on July 1, 2008 shall be computed using the most recent cost reports on file with the Department of Healthcare and Family Services no later than April 1, 2006, updated for inflation to January 1, 2007. Provides that facilities shall have the support component of their Medicaid rate computed every year using the most recent cost reports on file with the Department of Healthcare and Family Services no later than April 1, 2 years prior to the year in which the new rate takes effect, updated for inflation to January 1 of the year prior to the year in which the new rate takes effect. Effective immediately.
Amends the State Police Act. Provides that a requirement that a State Police applicant have certain collegiate educational requirements is deemed to be satisfied if the applicant has been honorably discharged and has an Afghan or Iraqi campaign medal awarded after September 11, 2001 by one of the United States armed forces. Effective immediately.
Amends the Liquor Control Act of 1934. In a provision concerning the penalty for the sale or delivery of alcoholic liquor to another person under the age of 21, provides that anyone who violates the provision is guilty of a Class A misdemeanor and the sentence shall include, but shall not be limited to a fine of not less than $1,000 (instead of $500) for a first offense and not less that $3,000 (instead of $2,000) for a second or subsequent offense. Provides that any person who knowingly violates the provision is guilty of a Class 3 (instead of Class 4) felony if a death occurs as the result of the violation. Effective immediately.
Amends the Unemployment Insurance Act. Provides that the Director of Employment Security shall make available to a county or municipal law enforcement agency, upon request, any information concerning the place of employment or former places of employment and place of residency when the individual in question has or is presently receiving benefits from the Department of Employment Security of a person who is required to register as a sex offender under the Sex Offender Registration Act that may be useful in enforcing the registration provisions requiring a sex offender to disclose his or her place of employment to the law enforcement agency of the jurisdiction in which the sex offender is employed.
Amends the Illinois Vehicle Code. Provides that a court may order restitution to persons who suffered personal injury or property damage as a result of misdemeanors and felonies committed in violation of the Code. States the terms that apply to restitution under the Code.
Amends the Counties Code. Makes a technical change in a Section concerning coroners.
Amends the Election Code. Makes a technical change in a Section concerning office hours for filing nomination petitions.
Amends the Election Code. Prohibits county clerks and members of boards of election commissioners from making public endorsements of candidates and public questions on ballots solely of political subdivisions within their election jurisdiction. Effective immediately.
Amends the Code of Criminal Procedure of 1963. Makes a technical change in a Section concerning the short title.
