Amends the Illinois Funeral or Burial Funds Act. Limits certain provisions concerning payment under pre-need contracts to pre-need contracts entered into prior to the effective date of the amendatory Act. Makes changes to the definition of "seller". Provides that, before a seller and purchaser enter into a pre-need contract or pre-need sales contract, the seller must disclose and fully explain certain funding options. Provides that, if a pre-need contract includes the sale of funeral services and merchandise: (1) the seller must be a funeral director licensed under the Funeral Directors and Embalmers Licensing Code who is employed at the time of the sale of the contract by the funeral establishment through which the funeral services and merchandise will be provided, (2) the contract must be filled out by a funeral director licensed under the Funeral Directors and Embalmers Licensing Code, and (3) the contract may only be executed by a funeral director licensed under the Funeral Directors and Embalmers Licensing Code. Amends the Illinois Pre-Need Cemetery Sales Act. Provides that sellers of pre-need sales contracts must be licensed by the Department of Financial and Professional Regulation, and requires specified continuing education. Limits certain provisions concerning payment under pre-need contracts to pre-need contracts entered into prior to the effective date of the amendatory Act. Provides that, before a seller and purchaser enter into a pre-need contract or pre-need sales contract, the seller must disclose and fully explain certain funding options. Makes other changes. Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Restores the graphic arts machinery and equipment exemption beginning on July 1, 2015 through June 30, 2025.
Amends the Illinois Insurance Code. Provides that any individual or group policy of accident and health insurance amended, delivered, issued, or renewed in this State after the effective date of the Act that provides coverage for prescription drugs must allow for the refilling of prescription eye drop medication prior to the last day of the approved dosage period without regard to coverage restrictions on early refills. Provides that any refills dispensed prior to the expiration of the prescription and approved coverage period pursuant to the Section shall, to the extent practicable, be limited in quantity so as not to exceed the remaining dosage initially approved for coverage. Provides that nothing in the provisions limits or restricts coverage with regard to any previously or subsequently approved prescription for eye drop medication and affected prescriptions shall otherwise be subject to the terms and conditions of the policy, and that nothing in the provisions shall be interpreted as prohibiting a pharmacist from contacting the prescribing physician or health care provider to verify the prescription.
Amends the Video Gaming Act. Provides that a licensed truck stop establishment that sells at retail more than 50,000 gallons of diesel or biodiesel fuel per month may operate up to 10 video gaming terminals on its premises at any time. Provides that all other licensed truck stop establishments may operate no more than 5 video gaming terminals. Provides that the restricted area in which video gaming terminals must be located may be monitored in real time via a closed-circuit video camera system by at least one on-premises employee who is over 21 years of age (as an alternative to having the entrance of the restricted area within the view of such an employee).
Amends the Limited Liability Company Act. Decreases fees imposed for expedited services provided by the Secretary of State by 50%.
Amends the Motor Vehicle Franchise Act. Provides that certain provisions of the Act do not prohibit the ownership or operation of a place of business by a manufacturer that manufactures engines, other than gasoline engines, for installation for vehicles having a gross vehicle weight rating of more than 16,000 pounds that are required to be registered under the Illinois Vehicle Code, if the manufacturer does not otherwise manufacture motor vehicles as defined in the Act. Effective immediately.
Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that, beginning on July 1, 2015, the Department shall pay into the Use and Occupation Tax Refund Fund 0.1% of the net revenue realized for the preceding month from the taxes imposed under those Acts. Provides that moneys in the Fund shall be expended exclusively for the purpose of paying refunds resulting from overpayment of tax liability under those Acts. Amends the State Finance Act to create the Use and Occupation Tax Refund Fund. Effective immediately.
Amends the Illinois Insurance Code in relation to patient access to eye care. Provides that insurers may not set reimbursement rates in a manner that discriminates against a class of eye care providers. Provides that eye care coverage insurers may not preclude obtaining eye care directly from a licensed provider on a health care panel or promote a class of providers to the detriment of another class of providers. Requires that all providers on a provider panel be included in any publicly accessible list. Requires the inclusion of ophthalmologists and optometrists in provider panels. Imposes additional requirements.
Amends the Care of Students with Diabetes Act, the Health Maintenance Organization Act, the Limited Health Service Organization Act, the Managed Care Reform and Patient Rights Act, the Voluntary Health Services Plans Act, and the Health Care Services Lien Act to add pharmacy or pharmacist-provided services to the types of health services under the Acts and to add pharmacists as health care providers or health care professionals under the Acts. Effective January 1, 2016.
Designates the Centennial Bridge in Rock Island as the "Master Sgt. Stanley W. Talbot Memorial Bridge".
