Amends the Illinois Funeral or Burial Funds Act. Provides that, in the event a trust is used to fund a pre-need contract, the trustee of the trust shall issue a statement regarding the trust's performance to the beneficiary each month. Provides that the statement shall include the rate of interest, interest earned, net and liquid value, original principal investment, and any fees assessed by the banking or investment institution where the trust is held.

Declares February 21 to 27, 2016 as Grain Bin Safety Week.

Amends the Illinois Insurance Code, the Voluntary Health Services Plans Act, and the Voluntary Health Services Plans Act to require coverage for hearing instruments and related services for minors when a hearing care professional prescribes a hearing instrument. Provides that an insurer shall provide coverage for up to $2,500 per hearing aid per insured's hearing impaired ear subject to certain restrictions. Provides that an insurer shall not be required to pay a claim if the insured filed such a claim 36 months prior to the date of filing the claim with the insurer and the claim was paid by any insurer. Effective immediately.

Creates the Disposition of Remains of the Indigent Act. Provides that, if private funds are not available for the funeral or burial of a decedent, State or local officials shall refer a family member, executor, or agent empowered to direct the disposition of a decedent's remains to the option of donating the remains to an institution of medical, mortuary, or other sciences on the registry created under the Act. Provides that the family member, executor, or agent is responsible for authorizing such use. Provides that unclaimed cadavers held by a State facility, hospital, institution, morgue, or other place for bodies of deceased persons may be turned over to an institution on the registry. Contains provisions requiring the directors of State facilities with possession of unclaimed human remains to make reasonable efforts to contact family and other responsible parties. Contains provisions concerning circumstances in which family or other responsible parties request the remains and situations when they fail to do so. Contains other provisions concerning what the State facility with humans remains shall do. Provides that the Department of Human Services may pay a funeral home or an institution of medical, mortuary, or other science an allowance for funeral and burial costs. Contains provisions concerning the disposition of the remains after use of the remains by a registered institution. Requires the Department of Public Health to maintain a registry of institutions qualifying as institutions of medical, mortuary, or other sciences eligible to receive donations under the Act. Contains provisions concerning requirements for the registry and granting the Department of Public Health rulemaking and other powers. Amends the Crematory Regulation Act. Adds an institution of medical, mortuary, or other sciences to the definition of "authorizing agent".

Amends the Line of Duty Compensation Act. In the definition of "paramedic", deletes language limiting the scope of the term to members of an organized body or not-for-profit corporation under the jurisdiction of a city, village, incorporated town, fire protection district or county.

Amends the Illinois Insurance Code. Makes a technical change in a Section concerning the short title.

Amends the Cemetery Care Act. Amends the definition of "care funds" to delete language including income accumulated from funds held in trust for the care of the cemetery. Defines "income" as any return received in money or property derived from the use and investment of the principal or corpus of the trust, including distributions in the form of a stock dividend and the amount of a net gain or loss realized from proceeds of the sale, redemption, transfer, or other disposition of the trust principal or corpus.

Creates the Coroner Training Board Act. Creates the Coroner Training Board which will have the power to establish application, training, and certification standards for coroners, and to review and approve annual training curriculum for coroners. Provides that the new Board will select and certify coroner training schools, shall conduct or approve a training program in death investigation for the training of coroners, and be allowed to accept contributions and gifts from any organization having a legitimate interest in coroner training. Amends the Illinois Police Training Act and the Counties Code removing the Illinois Law Enforcement Training Standards Board from overseeing coroner training and replacing with the Coroner Training Board. Amends the Vital Records Act providing that 25% of the Death Certificate Surcharge Fund may be used by the Coroner Training Board (currently the Illinois Law Enforcement Training Standards Board) for the purpose of training coroners, deputy coroners, and forensic pathologists, and police officers for death (currently homicide) investigations and lodging and travel expenses relating to training.

Makes various appropriations concerning higher education and the Illinois Math and Science Academy, if and only if House Bill 4521 of the 99th General Assembly becomes law. Effective immediately.

Amends the Civil Administrative Code of Illinois. Provides that the Department of State Police establish administrative rules in order to set forth standardized requirements for the disclosure of toxicology results and other relevant documents related to the toxicological analysis performed in a particular criminal case. These administrative rules shall be submitted by the Department of State Police on or before June 30, 2017.
