Recognizes the opening of the Small Business Development Center on the campus of Illinois Wesleyan University.

Amends the Cemetery Care Act. Amends the definition of "care funds" to delete language including income accumulated from funds held in trust for the care of the cemetery. Defines "income" as any return received in money or property derived from the use and investment of the principal or corpus of a trust that is subject to the Act, including distributions in the form of a stock dividend and the amount of a net gain or loss realized from proceeds of the sale, redemption, transfer, or other disposition of the trust principal or corpus.

Creates the Vertical Construction Masonry Composition Act. Provides that vertical commercial construction must contain at least 15% masonry components unless the use of the masonry components would cause the building to be structurally deficient.

Amends the Illinois Lottery Law. Requires the Department of Revenue, beginning on January 1, 2016 or as soon thereafter as is practical, to offer a special instant scratch-off game for the benefit of research pertaining to autism. Requires the net revenue from that game to be deposited into the Autism Research Fund. Provides that moneys in the Fund shall be used by Department of Public Health for the purpose of making grants to organizations in Illinois that conduct research pertaining to the study, investigation, and experimentation ultimately resulting in a better understanding of autism spectrum disorders, as well as more effective treatment options. Authorizes the Department to adopt rules necessary to implement and administer the game. Amends the State Finance Act to create the Fund. Effective immediately.

Amends the Video Gaming Act. Provides that a licensed truck stop establishment that sells at retail more than 50,000 gallons of diesel or biodiesel fuel per month may operate up to 10 video gaming terminals on its premises at any time. Provides that all other licensed truck stop establishments may operate no more than 5 video gaming terminals. Provides that the restricted area in which video gaming terminals must be located may be monitored in real time via a closed-circuit video camera system by at least one on-premises employee who is over 21 years of age (as an alternative to having the entrance of the restricted area within the view of such an employee).

Amends the Wrongful Death Act. Provides that in an action where it has been proven by a preponderance of the evidence that the defendant's intoxication contributed to, or proximately caused, the death of the deceased person, the jury may award punitive damages to the surviving spouse and next of kin of the deceased person.

Amends the Clerks of Courts Act. Provides that with regard to any notification required by law to be made by the circuit clerk to a party, the circuit clerk may reasonably rely upon any notice of the party's change of address received from the United States Postal Service as a true and correct statement of the party's current residential address.
