IFA-ENERGY AGRIBUSINESS

Amends the Illinois Finance Authority Act. Defines the term "energy-related agribusiness" to include fuel processing and development facilities using agricultural commodities, vegetable oils, animal fats, or biomass feedstocks. Authorizes State Guarantees for loans to energy-related agribusinesses. Sets limits on these guarantees and provides for review and renewal.

CONSUMER FRAUD-DEBIT CARD HOLD

Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that a person who sells motor fuel at retail to a consumer by means of a transaction in which the consumer enters a credit card or debit card into a card reader that is located in or near the motor fuel dispensing device must release, at the time the transaction is complete, the amount of any preauthorization hold that is in excess of the amount of the transaction, and that a violation constitutes an unlawful practice under the Act.

COLLEGE TEXTBOOK TRANSPARENCY

Creates the Transparency in College Textbook Publishing Practices Act. Provides that a public institution of higher education in this State may not buy, sell, or allow the sale on its campus of a textbook unless and until the publisher of that textbook posts on its Internet website or otherwise makes available to the public (1) for any bundled textbook, the price difference between the bundled textbook and the same unbundled textbook; (2) for any new editions of textbooks, a summary of the substantive differences between the new edition and the prior edition; (3) for any new editions of textbooks, an estimate of how long the new edition will remain in print; and (4) the amount and recipient of any compensation provided to faculty or administrators of the institution as inducement to adopt particular textbooks for courses, except for sample copies and royalties. Allows the Attorney General, a State's Attorney, or any affected resident of this State to bring a civil action to enforce the Act. Amends the State Mandates Act to require implementation without reimbursement.

AMMUNITION ENCODING

Creates the Regulated Firearms Encoded Ammunition Act and amends the State Finance Act. Provides that a manufacturer of ammunition for handguns and certain specified assault weapons sold in this State after January 1, 2009 must encode the ammunition in such a manner that the Director of State Police establishes. Provides that ammunition contained in one ammunition box may not be labeled with the same serial number as the ammunition contained in any other ammunition box from the same manufacturer. Provides that on or before January 1, 2011, an owner of ammunition for use in a regulated firearm that is not encoded by the manufacturer shall dispose of the ammunition. Provides that beginning on January 1, 2009, the Director of State Police shall establish and maintain an encoded ammunition database. Creates the Ammunition Accountability Fund as a special fund in the State treasury. Provides that subject to appropriation, the Department of State Police may use moneys from the Fund to establish and maintain the encoded ammunition database. Provides that beginning January 1, 2009, each person selling encoded ammunition at retail in this State shall collect from retail customers a fee of $0.05 for each round that is sold and delivered in this State. Establishes civil and criminal penalties for violations of the Regulated Firearms Encoded Ammunition Act. Effective January 1, 2009.

EPA-MERCURY REDUCTION

Creates the Mercury Thermostat Collection Act. Requires thermostat manufacturers to establish and maintain a program for the collection and recycling of mercury thermostats. Sets forth requirements for the Program. Requires that mercury thermostats be handled as universal waste. Prohibits wholesalers, retailers, and technicians from selling or distributing non-mercury thermostats if they have not taken certain actions with respect to the disposal of mercury thermostats. Sets forth penalties for violations of the Act. Requires the Environmental Protection Agency to publish certain information and make recommendations to the Governor and General Assembly concerning the collection of mercury thermostats. Contains other provisions. Amends the Environmental Protection Act. Prohibits the sale or distribution of button cell batteries that contains mercury. Prohibits the sale or distribution of certain mercury-added products. Effective immediately.

USE & OCC TAX-HOLIDAY

Amends the Use Tax Act and the Retailers' Occupation Tax Act. Provides that, notwithstanding any other provision to the contrary, no tax shall be imposed under those Acts upon the privilege of using in this State (for the Use Tax Act) or persons engaged in the business of selling at retail (for the Retailers' Occupation Tax Act) certain household appliances that (i) qualify as an "Energy Star" product under the federal Energy Star Program; and (ii) are purchased from 12:01 a.m. on April 22 of 2007 or 2008 through 11:59 p.m. of April 28 of that same year. Authorizes and encourages units of local government that impose use and occupation taxes to declare a similar tax holiday. Effective immediately.
